Appendix 3 to ANNEX 11<br />

European Union Note on Guidelines for the Implementation of Recommendation 11-15<br />

To guide application of paragraph 3 of Recommendation 11-15, the Compliance Committee will follow the<br />

schedule and steps indicated below:<br />

Data review year<br />

(starting in 2013 and annually thereafter)<br />

1. CPCs submit Task I data to the Secretariat in<br />

accordance with Commission requirements<br />

and SCRS procedures.<br />

2. Secretariat compiles and circulates a report to<br />

the COC and CPCs detailing data submission<br />

status by species or stock (e.g., complete,<br />

incomplete, or missing*) for each CPC.<br />

3. COC reviews the report and any other relevant<br />

information provided by the Secretariat, the<br />

SCRS, and CPCs. Based on this review, the<br />

COC identifies in its report those CPCs that<br />

did not submit required data (i.e., data are<br />

missing or incomplete) and notifies them that<br />

they are prohibited from retaining the<br />

concerned species/stock from the relevant<br />

fishery as of the following year unless and<br />

until the data are provided to the Secretariat.<br />

4. COC also considers if any other actions<br />

consistent with Recommendations 05-09<br />

and/or 06-13 should be recommended.<br />

Following the decision on retention prohibition<br />

1. CPCs with a finding of "missing" or<br />

"incomplete" data submissions cannot retain<br />

those species.<br />

2. Such CPCs should seek to rectify the<br />

situation by sending the missing data to the<br />

Secretariat as soon as feasible.<br />

3. In consultation, as necessary and<br />

appropriate, with the Chairs of the COC and<br />

the Commission, the Secretariat will review<br />

the new data submission in a timely manner<br />

to determine if it is complete. If the data<br />

appears to be complete, the Secretariat will<br />

promptly inform the CPC in question that it<br />

can resume retention of the concerned<br />

species/stock in the relevant fishery.<br />

4. At the annual meeting following the intersessional<br />

provision of data and the decision<br />

to permit resumption of retention, the COC<br />

reviews this decision and if it considers that<br />

data are still incomplete, the COC will again<br />

take the actions specified in the previous<br />

column, paragraphs 3 and 4.<br />

* Missing data means that all the data are missing or there is no submission of data; incomplete data means that a significant subset of data is<br />

missing.<br />

Statement by Observer from ISSF to PWG Regarding Vessel Identifiers<br />

Appendix 4 to ANNEX 11<br />

ISSF congratulates the ICCAT Secretariat on the progress made to create a global consolidated list of vessels,<br />

together with the other RFMO secretariats. This work is extremely important as a tool for combating IUU<br />

fishing, and to better quantify the number, types and capacity of fishing vessels fishing for tunas globally. This is<br />

why ISSF has contributed funds towards the two Technical Workshops held in Rome in 2011 and 2012. ISSF<br />

will continue to support this important effort in the future if needed.<br />

There seems to be confusion what constitutes a Unique Vessel Identifier (UVI). IMO numbers are a very good<br />

type of UVI (probably the best, for those vessels that can obtain it) and very widely used for relatively large<br />

vessels. But there can be other UVIs, such as the one that the RFMO Secretariats are developing jointly for the<br />

global consolidated list of vessels.<br />

How the RFMO UVI will perform in terms of being able to track an individual vessel will depend on the amount<br />

of information available on that vessel. Because the ICCAT Record of authorized vessels does not currently<br />

require fields such as the shipyard name, the year built, and other fields (required for IMO numbers), these UVIs
