3. Looking to the Future of Bus<br />
3.1) Introduction<br />
This chapter outlines the vision for the GKL/KV bus industry. As such this is led by the objectives<br />
and guiding principles for the LPTMP set out in Chapter 1. The LPTMP defines a 20 year plan for the<br />
LPT system of the region which meets the vision of establishing LPT as the first mode of choice. The<br />
LPTMP has established a process of identifying the selection of appropriate transport modes for<br />
different corridors. In order to meet the public‟s aspirations there are a series of requirements that<br />
bus services should meet to achieve the appropriate standard. Chapter 4 sets out more detail on the<br />
proposals of the BTP.<br />
3.2) Vision for the Region<br />
Chapter 1 outlined the <strong>SPAD</strong> Vision for LPT in Malaysia. The National LPT Framework provides a<br />
series of guiding principles and a Planning Toolkit to assist the development of Regional LPTMP such<br />
as that for the GKL/KV region. The latter is also informed by the policies of the DBKL City Plan for<br />
KL and the Selangor Structure Plan and leads to the development of a 20 year LPTMP for the region.<br />
The GKL/KV LPTMP also build on the work undertaken for the NKRA. The latter set a short term<br />
programme of initiatives to 2012 to improve LPT in the region. The LPTMP seeks to build and expand<br />
on these into a 20 year plan. Figure 3.1 shows the relationship between the National LPT Framework<br />
and the LPTMP.<br />
The vision for the GKL/KV region recognises the need to facilitate economic growth created by the<br />
land use plan which will increase travel demands in the region and also increase congestion if<br />
measures to enhance LPT are not undertaken. This leads to the vision that for the region „LPT<br />
should be seen as the first mode of choice for a journey‟.<br />
The mechanisms to achieve the regional vision are set out in the GKL/KV LPTMP. These also respond<br />
to the quality aspects that the public would wish to see to allow them to choose LPT first. For the<br />
bus industry in particular, the public‟s requirements for the service determine the standards that<br />
are needed for service and therefore the regulatory regime that is required.<br />
