Introduction<br />
Parking management is about making<br />
efficient use <strong>of</strong> parking resources.<br />
Parking resources include on-street<br />
parking (utilising the road network)<br />
and <strong>of</strong>f-street parking.<br />
Parking demand is generated by a variety<br />
<strong>of</strong> land uses such as commercial and<br />
retail lands uses, schools, recreational<br />
and residential land uses. Each <strong>of</strong> these<br />
land uses have their own distinctive<br />
parking characteristics, whether by time<br />
<strong>of</strong> day or day <strong>of</strong> the week.<br />
The <strong>City</strong> <strong>of</strong> <strong>West</strong> <strong>Torrens</strong> is located in<br />
an urban area with a varied mix <strong>of</strong> land<br />
uses and increasingly higher urban<br />
residential densities. The road network<br />
is generally fixed by site constraints<br />
such as road reserve widths. As a<br />
consequence, the amount <strong>of</strong> kerbside<br />
parking is limited.<br />
The regeneration <strong>of</strong> many areas<br />
within the <strong>City</strong> and increasing new<br />
developments have resulted in<br />
increasing parking demand, that, if<br />
not met by <strong>of</strong>f-street parking, would<br />
overflow onto the on-street parking in<br />
the road network.<br />
This is one <strong>of</strong> the primary parking<br />
issues faced by the <strong>City</strong>.<br />
