Pedestrians and Bicycles<br />
9.1 Pedestrians<br />
“With respect to the planning and<br />
delivery <strong>of</strong> pedestrian facilities, Local<br />
<strong>Gov</strong>ernment has a major (perhaps<br />
the most significant) role to play with<br />
regard to all levels <strong>of</strong> government.<br />
Land use planning, land use density,<br />
land use mixing, management <strong>of</strong><br />
limited street space, pedestrian links<br />
and nodes, landscaping, personal<br />
safety and the general quality <strong>of</strong> the<br />
urban environment are all key aspects<br />
<strong>of</strong> a local area that is (or is not) a highquality<br />
pedestrian environment.”<br />

Many <strong>of</strong> the current planning and<br />
transport strategies advocate the<br />
reduction in dependence on vehicle<br />
usage, for example the Draft Planning<br />
Strategy for Metropolitan Adelaide.<br />
In 2002, the <strong>City</strong> <strong>of</strong> <strong>West</strong> <strong>Torrens</strong><br />
demonstrated a commitment to<br />
reducing greenhouse gas emissions<br />
by signing up to participate in the<br />
Cities for Climate Protection program.<br />
Promotion and encouragement <strong>of</strong><br />
walking and cycling would be part<br />
<strong>of</strong> such a process and this mode <strong>of</strong><br />
transport would make a positive<br />
contribution towards reducing<br />
greenhouse gas emissions.<br />
DTEI has established the Office <strong>of</strong><br />
Walking and Cycling to promote,<br />
encourage and facilitate walking and<br />
cycling programs in South Australia.<br />
One <strong>of</strong> the encouragement measures<br />
for walking is the provision <strong>of</strong> good<br />
quality and convenient footpaths<br />
throughout the <strong>City</strong>, linking to main<br />
pedestrian generators, public transport<br />
routes etc. Other facility provision<br />
includes bus shelters, real-time bus<br />
information at bus stops etc.<br />
The <strong>City</strong> <strong>of</strong> <strong>West</strong> <strong>Torrens</strong> has compiled<br />
an asset database including the<br />
location and condition <strong>of</strong> all footpaths<br />
in the <strong>City</strong>. The GIS database <strong>of</strong> this<br />
network would allow the assessment,<br />
construction and upgrade <strong>of</strong> footpaths<br />
to occur in a programmed manner.<br />
In 2006, an Asset Management Policy<br />
was adopted by the <strong>City</strong> with the<br />
objective <strong>of</strong> managing, maintaining and<br />
disposing <strong>of</strong> assets. The subsequent<br />
development <strong>of</strong> asset management<br />
plans would enable assets to be<br />
efficiently and effectively managed.<br />
The <strong>City</strong>’s footpath plan has been<br />
developed based on the following key<br />
objectives:<br />
• To proactively reduce trip steps by<br />
prioritising a patching program<br />
based on a risk pr<strong>of</strong>ile.<br />
• To responsibly renew existing<br />
footpaths commencing with<br />
replacing bitumen footpaths with<br />
concrete or block pavers.<br />
• To ensure that all developed road<br />
reserves have a paved or concrete<br />
footpath on one side <strong>of</strong> the road.<br />
One <strong>of</strong> the key pedestrian facilities in<br />
the <strong>City</strong> is the 3 major shared use paths:<br />
• River <strong>Torrens</strong> Linear Park<br />
• <strong>West</strong>side Bikeway<br />
• Reece Jennings Bikeway<br />
Additions to this major network<br />
include the Sturt Creek shared use<br />
path, the tram line linear park and<br />
the new shared use path alongside<br />
the Airport boundary on Sir Donald<br />
Bradman Drive.<br />
Together, these shared use paths<br />
provide a significant recreational<br />
network for the community.<br />
Significant upgrade works <strong>of</strong> these<br />
shared use paths have occurred over<br />
many years and would continue to occur<br />
in future years to enhance this asset.<br />
‘ Promotion and<br />
encouragement <strong>of</strong> walking<br />
and cycling would be part<br />
<strong>of</strong> Council’s commitment<br />
to reducing greenhouse<br />
gas emissions.’<br />
<strong>Recommendations</strong><br />
• Implement the footpath plan to<br />
guide the installation <strong>of</strong> pedestrian<br />
facilities, including footpaths, shared<br />
use paths and support facilities.<br />
• Extend and maintain the condition <strong>of</strong><br />
the current major shared use paths in<br />
the <strong>City</strong>.<br />
9.2 Bicycles<br />
In March 2007, the report on the<br />
review <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>West</strong> <strong>Torrens</strong><br />
Strategic Bicycle Plan was adopted by<br />
Council. This Bicycle Plan is an integral<br />
part <strong>of</strong> this Transport Study and is part<br />
<strong>of</strong> this report under separate cover.<br />
Implementation <strong>of</strong> relevant strategies and<br />
works are recommended in this report.<br />
<strong>Recommendations</strong><br />
• Adopt the proposed measures in the<br />
Strategic Bicycle Plan Review report.<br />
