Overview <strong>of</strong> Possible Parking Actions<br />
6.1 Use <strong>of</strong> relevant standards<br />
The standards listed in Section 3.0<br />
should be used to assess parking issues<br />
in on-street and <strong>of</strong>f-street parking<br />
areas. In addition, the following design<br />
guidelines should also be used for<br />
assessing new developments:<br />
• Guide to Traffic Generating<br />
Developments Road Traffic Authority<br />
New South Wales<br />
• Planning Bulletin – parking for<br />
selected land uses (<strong>SA</strong>)<br />
• Land use Parking Generation<br />
Guidelines (<strong>SA</strong>).<br />
Recommendation<br />
• Ensure that the relevant parking<br />
standards are used in the design and<br />
assessment <strong>of</strong> parking matters.<br />
6.2 Development Plan<br />
A review <strong>of</strong> the Development Plan is<br />
currently in progress. This review would<br />
also look at the appropriateness <strong>of</strong><br />
the previous parking rates for various<br />
land uses. Parking rates should reflect<br />
the future trends in parking and the<br />
changing nature <strong>of</strong> various land uses.<br />
Recommendation<br />
• Review and update the parking<br />
rates in the Development Plan for<br />
assessing new developments.<br />
• Ensure that the Development Plan<br />
requirements and other relevant<br />
standards are used to determine<br />
parking provision for new<br />
developments.<br />
6.3 Key parking reviews<br />
There have been few area-wide<br />
parking reviews undertaken in the<br />
<strong>City</strong>, the exception being the Ashford<br />
Parking Study completed in 2006.<br />
An area-wide study would allow parking<br />
management strategies on an area-wide<br />
basis to be developed. Such an approach<br />
would consider the spread <strong>of</strong> the<br />
existing parking demands, the parking<br />
characteristics <strong>of</strong> the users and the<br />
impacts on surrounding land uses. From<br />
this assessment, strategies on parking<br />
controls, such as what time limit controls<br />
to use, can then be formulated. The<br />
implication <strong>of</strong> making parking control<br />
changes in one street and the impact on<br />
another street can be forecast.<br />
Five key areas identified for such a<br />
review as follows:<br />
Key Area 1 - District Centre<br />
<strong>Torrens</strong>ville<br />
This is a major District Centre in the<br />
<strong>City</strong> with a variety <strong>of</strong> land uses such<br />
as rest<strong>au</strong>rants, shops, supermarket,<br />
<strong>of</strong>fices and residential properties.<br />
Many <strong>of</strong> the streets are currently time<br />
limited. However, there has not been<br />
a major review undertaken <strong>of</strong> the<br />
usage <strong>of</strong> on-street parking,<br />
how long customers stay and also<br />
the occupancy <strong>of</strong> the many <strong>of</strong>f-street<br />
car parks.<br />
This major review would allow<br />
the <strong>City</strong> to amend and develop<br />
an improved parking management<br />
strategy for all users on a<br />
strategic level.<br />
Key Area 2 - Kurralta Park Centre<br />
Future expansion <strong>of</strong> the centre could<br />
result in increased parking in the<br />
adjacent residential streets. In the past,<br />
there have been concerns about truck<br />
servicing the centre parking in the<br />
nearby streets.<br />
