Guidelines for Parking Management<br />

Parking design is governed by a number<br />

<strong>of</strong> standards which allows consistency<br />

to be achieved Australia-wide.<br />

National Standards<br />

The design and management <strong>of</strong> onstreet<br />

parking spaces is governed by<br />

Australian Standard 22890.5 Part<br />

5 On-Street Parking Facilities. This<br />

standard sets dimensions for various<br />

forms <strong>of</strong> on-street parking including<br />

angled parking and parallel parking.<br />

Design Standard, Guide to Traffic<br />

Engineering Practice Part 11<br />

Parking provides guidelines on onstreet<br />

and <strong>of</strong>f-street parking. The<br />

standard sets dimensions for the<br />

various parking layouts in on-street<br />

and <strong>of</strong>f-street car parks and also provides<br />

guidelines on methods to survey parking<br />

usage, setting parking policies and<br />

management <strong>of</strong> parking controls.<br />

Australian Standard 1742.11 lists<br />

the complete range <strong>of</strong> parking control<br />

signage and pavement markings in the<br />

area <strong>of</strong> parking management.<br />

Design standard, Australian/New<br />

Zealand 2890.1 Part 1 Off-Street<br />

Parking Facilities provides guidelines<br />

on the design <strong>of</strong> <strong>of</strong>f-street car parks.<br />

This standard is used in particular<br />

for assessing car parks proposed in<br />

development applications.<br />

Design standard, Australian<br />

Standard 2890.2 Part 2 Off-Street<br />

Commercial Vehicle Facilities<br />

provides guidelines<br />

on the design <strong>of</strong> servicing and<br />

loading areas <strong>of</strong> land uses. This<br />

standard is used particularly for<br />

assessing servicing requirements<br />

<strong>of</strong> loading areas proposed in<br />

development applications.<br />

Australian Road Rules lists the legal<br />

requirements on traffic and parking<br />

matters. It clearly sets out the parking<br />

requirements for all situations in onstreet<br />

areas.<br />

State Standards<br />

The Code <strong>of</strong> Technical Requirements<br />

for the Legal Use <strong>of</strong> Traffic Control<br />

Devices governs the use <strong>of</strong> parking<br />

controls in South Australia. Through<br />

Ministerial delegation, some <strong>of</strong> the<br />

parking controls can be installed<br />

by Council without DTEI or<br />

Ministerial approval.<br />

Council Practices<br />

The Development Plan sets parking<br />

requirements for various forms <strong>of</strong> land<br />

uses for new developments.<br />

The <strong>City</strong> also has a number <strong>of</strong> policies<br />

in relation to parking management.<br />
