Overview <strong>of</strong> Possible Parking Issues<br />
An area-wide review would allow<br />
the parking demand and parking<br />
characteristic to be quantified.<br />
Measures to manage the parking<br />
on-street can then be developed on a<br />
strategic level.<br />
Key Area 3 - Schools<br />
The high parking demands generated<br />
by schools should be reviewed to<br />
determine if improvements could<br />
be made to facilitate the shortterm<br />
parking demands. The review<br />
for schools should also include an<br />
assessment <strong>of</strong> <strong>of</strong>f-street parking<br />
opportunities. Even if it is a public<br />
school, <strong>of</strong>f-street parking opportunities<br />
should be reviewed and recommended<br />
to State <strong>Gov</strong>ernment for action if the<br />
measure would improve parking and<br />
safety for schools.<br />
A detailed review <strong>of</strong> parking for all<br />
schools is recommended.<br />
Key Area 4 - EDS Lockleys<br />
Parking issues associated with<br />
the above land use are continuing to<br />
be experienced in the surrounding area.<br />
Intrusion <strong>of</strong> staff parking in streets quite<br />
remote from EDS, such as Autumn<br />
Avenue, is increasingly occurring. While<br />
in the past the <strong>City</strong> has taken action to<br />
implement parking controls to manage<br />
this issue on a street by street basis,<br />
an area-wide review <strong>of</strong> the parking<br />
conditions in the area around EDS<br />
would be beneficial, given that it has<br />
been many years since such an areawide<br />
review was undertaken.<br />
The findings from a major review<br />
<strong>of</strong> this nature would allow the <strong>City</strong><br />
to develop parking management<br />
measures on a strategic level.<br />
Ashford Hospital<br />
A detailed area-wide review<br />
was completed in 2006 and<br />
recommendations adopted for<br />
implementation.<br />
Key Area 5 – Review <strong>of</strong><br />
narrow streets<br />
Parking controls on narrow streets<br />
should be reviewed with respect<br />
to compliance with the Australia<br />
Road Rules and to facilitate access<br />
to properties. Under the Road Rules,<br />
a 3.0m wide lane must be available<br />
for traffic access. Streets which are<br />
generally narrower than 7.6m would not<br />
accommodate parking on both sides.<br />
A review <strong>of</strong> these narrow streets<br />
should be undertaken in a structured<br />
manner and options considered on<br />
how to best manage the on-street<br />
parking whilst minimising the impact<br />
on affected land uses.<br />
The suggested parking management<br />
for narrow streets is as follows.<br />
