année réunit AMIA, <strong>FIAF</strong>, FIAT, IASA,<br />
ICA, IFLA et SEAPAVAA, ainsi que<br />
l’UNESCO en tant que membre<br />
observateur.<br />
La 7a conferencia anual de SEAPAVAA,<br />
organizada por el Lao National <strong>Film</strong><br />
Archive and Video Center, se reunió en<br />
mayo del 2002 en Vientiane, Laos.<br />
Junto con la reunión realizada en<br />
Singapur en 2000, se trata de la<br />
segunda Conferencia general<br />
realizada por SEAPAVAA<br />
conjuntamente con otra asociación<br />
internacional. El tema fue Encarar el<br />
futuro : la realidad de los archivos.<br />
Varios archivos expusieron su<br />
concepción de lo que seria la situación<br />
ideal en su país, haciendo abstracción<br />
de las limitaciones presupuestarias y<br />
otras contingencias.<br />
Un nuevo Consejo Ejecutivo fue electo<br />
por tres años. La sociedad Media<br />
Matters hizo una donación de $10,000<br />
destinado a la creación de un premio<br />
que cada dos años deberá<br />
recompensar, a partir de 2004, las<br />
innovaciones técnicas y la<br />
investigación en el campo de la<br />
restauración y la preservación.<br />
Durante esta reunión también se<br />
resolvió crear un Secretariado<br />
permanente de SEAPAVAA. Esta<br />
<strong>of</strong>icina estará alojada en los locales de<br />
la Philippine Information Agency, en<br />
Manila.<br />
Por otra parte, SEAPAVAA obtuvo el<br />
estatuto de organización no<br />
gubernamental (ONG) en UNESCO y<br />
fue admitida como miembro del<br />
Coordinating Council <strong>of</strong> Audiovisual<br />
Archive Associations (CCAAA), que<br />
cada año reúne a AMIA, <strong>FIAF</strong>, FIAT,<br />
IASA, ICA, IFLA y SEAPAVAA, así como a<br />
UNESCO en calidad de observador.<br />
On this Council the ex <strong>of</strong>ficio role <strong>of</strong> Immediate Past President is filled<br />
for the first time, as Ray Edmondson had completed his second term as<br />
President.<br />
SEAPAVAA stepped out in some new directions.<br />
The conference saw the announcement <strong>of</strong> SEAPAVAA’s first<br />
endowment. Jim Lindner <strong>of</strong> Media Matters, and previously the founder<br />
<strong>of</strong> the video restoration laboratory Vidipax, donated US$10,000 to be<br />
used as a capital base for a permanent biennial prize for technical<br />
innovation and research in restoration and preservation. It is expected<br />
the first prize will be awarded in 2004. The prize scheme will be<br />
managed by a special committee <strong>of</strong> the Executive Council.<br />
In view <strong>of</strong> the growing limitations <strong>of</strong> the current part time and<br />
voluntary Secretariat arrangements, it was recognised the time had<br />
come to establish a full time, staffed Secretariat for SEAPAVAA. With the<br />
assistance <strong>of</strong> a sponsorship commitment to support the salary <strong>of</strong> a full<br />
time administrator, the Secretariat will be located in its own <strong>of</strong>fices<br />
within the premises <strong>of</strong> the Philippine Information Agency in Manila.<br />
Concurrently a review <strong>of</strong> committee structures will be undertaken to<br />
ensure that the Association has organised itself effectively.<br />
In late 2001, SEAPAVAA held its first workshop in the Pacific. Supported<br />
by UNESCO funding, the workshop was held in Suva, Fiji, attracting<br />
participants from 13 countries. The presence <strong>of</strong> two delegates from the<br />
Pacific – from Fiji and Cook Islands – brought home to delegates the<br />
great needs <strong>of</strong> the small Pacific countries. Following through on these<br />
needs will be one <strong>of</strong> the challenges to be addressed by the incoming<br />
Council.<br />
A new three-year plan was adopted which calls for a more outgoing<br />
approach to the raising <strong>of</strong> sponsorship, and to assisting in the<br />
establishment <strong>of</strong> appropriate archival structures in countries where<br />
these do not yet exist. A manual for young archives, more active<br />
membership recruitment and further training activities are part <strong>of</strong> the<br />
plan. During the year leading to the conference, SEAPAVAA had been<br />
accepted into formal operational relations with UNESCO as a nongovernment<br />
organisation (NGO), as well as into membership <strong>of</strong> the<br />
CCAAA (Coordinating Council <strong>of</strong> Audiovisual Archive Associations), and<br />
these important relationships will be embraced by the new EC.<br />
The formal opening and closing ceremonies were presided by senior<br />
dignitaries from the Cultural Ministry <strong>of</strong> the Lao Peoples’ Democratic<br />
Republic. The social occasions introduced visitors to the traditions <strong>of</strong><br />
Lao music and dance, with their intricate movements and spectacular<br />
costumes. The relaxed setting <strong>of</strong> the Lao capital itself added to the<br />
sense <strong>of</strong> occasion, for Vientiane is no frantic metropolis. It is a small city<br />
<strong>of</strong> timeless charm, abounding in museums, temples and ancient treelined<br />
streets, where a favourite pastime is to linger on the banks <strong>of</strong> the<br />
Mekong at dusk and watch the sun set into the gold-and-brown<br />
water…as the Lao people have done for millennia.<br />
A good place to restore perspective, to re-charge batteries, to dream<br />
dreams, and to remember, at sunset, that tomorrow is another day.<br />
