Those who at a time when all Moslems are summoned to fight, avoid the struggle and refuse to<br />

join in the Holy War, are they exposed to the wrath of God, to great misfortunes, and to the<br />

deserved punishment?<br />

Answer : Yes.<br />

If the Moslem subjects of the said countries should take up arms against the government of<br />

Islam, would they commit an unpardonable sin, even if they had been driven to the war by<br />

threats of extermination uttered against themselves and their families?<br />

Answer : Yes.<br />

The Moslems who in the present war are under England, France, Russia, Serbia, Montenegro and<br />

those who give aid to these countries by waging war against Germany and Austria, allies of<br />

Turkey, do they deserve to be punished by the wrath of God as being the cause of harm and<br />

damage to the Caliphate and to Islam?<br />

Answer: Yes.<br />

It was not just the Caliph who called on Indian Muslims to switch sides – the<br />

German Kaiser also made repeated attempts to win them over. Thousands of<br />

leaflets were dropped from aircraft into British trenches and were scattered<br />

across no man’s land. They were even hoisted aloft German parapets and mailed<br />

to Indian soldiers when possible. German propaganda also included the<br />

suggestion <strong>that</strong> the Kaiser had converted to Islam – and was waging a war on<br />

its behalf! Such attempts to imbue the conflict with religious idioms largely<br />

failed – although news of the Kaiser’s supposed conversion was cheered in<br />

Calcutta where, for a while, limited sympathy was expressed for the German<br />

position. An intelligence report reveals <strong>that</strong> ‘there are also several rumours <strong>that</strong><br />

the Kaiser has turned Muhammadan as he has the whole of Christian Europe<br />

arrayed against him. There is some talk of raising funds for the assistance of<br />

Turkey as the war will be a ‘Jehad’, a war against the European powers for the<br />

protection of Islam’. 88<br />

German and Ottoman forces particularly targeted their propaganda at troops<br />

who had been captured as prisoners of war. For example, Muslim soldiers held at<br />

the Zossen camp in Germany were visited in July 1916 by Mustafa Nedin Bey, an<br />

Ottoman official and President of the National Defence Society. He told the<br />

<strong>sep</strong>oys:<br />

We are glad to have been invited here by the exalted Germany government. We bring you<br />

the greetings of our ruler and the Caliph, since you are our brothers in faith...you have not<br />

fought for your rights, for your faith and for your home: you have been dragged into the<br />

conflict by force...special instructors have been summoned hither to instruct you in your<br />

religion and language. We hope <strong>that</strong> you are showing yourselves grateful and will spread<br />

further among your brothers at home what you have learnt here. Remember always <strong>that</strong><br />

you are the sons of the Turkish people...if you have <strong>that</strong> in mind you will progress, and a<br />

day will come when it is to be hoped <strong>that</strong> we shall all be united, welded together into a<br />

single people. 89<br />

The Ottoman ambassador also attended and told prisoners: ‘The Sultan is the<br />

Caliph and merciful father of all Mohammedans. He thinks of you all and loves<br />
