Implementation of National Health Programmes in UttaranchalIn spite of these efforts, NFHS-2 found that nearly two-thirds of women in Uttaranchal had notheard of AIDS. Awareness of AIDS was particularly low among women in rural areas and amongilliterate women, women living in households with a low standard of living, and women notregularly exposed to media. Among women who had heard of AIDS, 92% received informationfrom television, 36% from radio, and 31% from newspapers or magazines. Further, women whoknew of AIDS did not know of any way to avoid infection. The state has a long way to go inmaking people aware of AIDS.The state also carries out sentinel surveillance as part of the NACP II. There are six sentinel sitesof which four are STI clinics and two are antenatal clinics (ANCs). The four STI clinics are locatedin the districts of Uttarkashi, Tehri Garhwal, Dehradun, and Almora while the ANC clinics are inNainital and Pithoragarh.Other interventions, such as STI and condom programming, a low-cost community-based careand surveillance system, and those related to high-risk groups are in the planning stages and yetto be implemented.ConclusionSince the state came into existence, it has made efforts to implement the national healthprogrammes in accordance with set guidelines. Executive committees were set up for sixnational programmes as part of the Society for the Empowered Committee for National HealthProgrammes. Programmes such as blindness control, leprosy, malaria, TB, and IDD have had along history of implementation. The implementation mechanisms for these are well defined andwell known, but programmes such as RCH and HIV/AIDS are new ones that have come intobeing only recently. These new programmes are in different stages of implementation, and it willtake some time for them to become established.Nevertheless, a synthesis of common problems and solutions across all programmes isspecifically related to the following:l Accessibilityl Manpowerl Institutions and other laboratory facilitiesl Capacity buildingl Logistics management systeml Bottlenecks in programme implementationl Monitoring and supportive supervisionl IECl Community awareness and involvementl New programmes.After reviewing the problems of each of the health programmes, the state has made tremendousheadway in the past year. Major initiatives to address the shortcomings facing the programmes47

The initiatives taken pertain tothe following.l Empowered Committee and Executive Committees constitutedl Transfer policy for medical officers readyl Contractual appointments madel Capacity-building activities undertakenl Integration of services within the government set initiatedl Logistics system being streamlinedl Monitoring and supervision being strengthenedl Exploring linkages with other government departments, NGOs, PRIs, MSS groups, teachers,TBAs and ISM practitionersl Area-specific integrated IEC plan being considered.48
