Priorities in that proposal include communicable and non-communicable diseasesand that it should be state-based, action-oriented, and inter-sectoral and should involve thepublic sector.The proposal is under development and will include state-based project implementation plansas well as national plan of action. A surveillance programme is the priority, nationally andinternationally. There is commitment at all levels for surveillance to be an integral part of thehealth policy for India.57
National Health Programme in UttaranchalSession 1National Health Programmesin UttaranchalAnnex 1Blindness Control Programme in UttaranchalR C NainwalThe newly formed state of Uttaranchal came into existence on 9 November 2000and is composed of 13 districts. As is the case of most states, Uttaranchal has madeattempts to create various health programmes along lines similar to those of theGovernment of India’s (GoI’s) national health programmes. The Blindness ControlProgramme is one such programme that has been implemented in the state.Of the 13 districts in the state, the blindness control society is functioning in the10 pre-existing districts. In the three new districts, the society is in the process offormation. The team composition of the Blindness Control Society inUttaranchal is as follows. The DM is the chairman, while the CMO is the vicechairmanof the society. The Deputy CMO, who is the member secretary, acts as adistrict programme manager and is responsible for the day-to-day managementof the programme. The district ophthalmic surgeon is the technical advisor forthe committee. The other members of the society include representatives ofNGOs, the private sector, and so forth. The state blindness control society isformed under the empowered committee for the National Programme ofMedical, Health and Family Welfare, whose composition includes Secretary/Medical Health (chairman), Director-General/Medical Health (vice-chairman),Additional Director/National Programme, Finance Controller/Medical Health,representative of the Government of India, and State Programme Officer/Blindness Control (all members). This executive committee for the NationalProgramme for Control of Blindness (NPCB) is responsible for planning,monitoring, and evaluating the programme’s work.58The aim of the NPCB is to bring down the rate of blindness from 1.4% to 0.3%.Uttaranchal has fixed its goal on par with the national goal. At present, theblindness prevalence rate in Uttaranchal is below 1%. The DBCS is responsiblefor conducting operations in furnished and well-equipped hospitals and base
