MONITORHazard Monitoring for Risk Assessment and Risk Communicationwww.monitor-cadses.orgProject DescriptionThe infrastructure in mountainous areas or regionswith seismic activity is greatly threatened by hazardssuch as landslides, avalanches or earthquakes.MONITOR offers a basis for a standardisedrisk management of land-use activities threatenedby natural hazards. The project‘s target groups andtheir regions vary in their risk exposure and theirhazard potentials. MONITOR takes into account abroad variety of local and regional natural hazardsand does not only focus on one hazard category.MONITOR deals with hazard monitoring and riskmanagementENVIRONMENTEarly warning and risk evaluation monitoring is indispensablein risk management. Prevention of damagehas to be correlated with land-use planning.In the project the methodological basis of preventivemeasures will be provided by risk analyses: Forthis MONITOR uses an integrative approach byconsidering the viewpoints of all relevant groupswhich can be seen as an important baseline for riskcommunication.The most important stakeholders identified are politicians,administrative bodies, experts, the directlyaffected population and the media. MONITORwill use synergies of existing knowledge and communicationpotentials and integrate activities atdifferent organisational levels for interdisciplinaryrisk management. It will improve the methodologyof risk analysis and the regulations for risk communicationand thus support the entire process ofrisk evaluation and especially risk communicationthrough a participatory approach. This should leadto transnationally-accepted standards of risk assessmentand communication.Results and EffectsAs a fundamental result, reports and documentationon methods dealing with existing risks inthreatened regions will be developed. A regionalhazard matrix showing the relation between hazardpotential and actual land-use activities in aqualitative way will be generated. Within this matrix,risk combinations of several hazard processesversus exposure structures can be displayed. Duringthe project, a multilingual glossary with riskterms and risk governance will be developed. Moreover,a technical guide concerning the methodologyof data collection practices as well as riskcommunication tools and regional risk communicationchains are proposed results of MONITOR.Finally, instructional material such as tutorials andonline courses will be produced.
