PlanCoastSpatial Planning in Coastal Zoneswww.plancoast.euProject DescriptionResults and EffectsSPATIAL DEVELOPMENTMEASURE 1.1Coastal areas, especially those in the Baltic, Adriaticand Black Sea region, face a severe pressure fordevelopment. Within the next few years, tourism,transport, aquaculture and energy use will increasein these regions. Particularly in enclosed seas orcoastal zones close to big urban agglomerations,conflicts with environmental protection occur asthe environment is more vulnerable than on theopen sea or on less densely populated coasts. AnIntegrated Coastal Zone Management (ICZM) canhelp to provide instruments to protect the environmentalquality without endangering economicdevelopment.The PlanCoast project intends to promote the implementationof ICZM measures in coastal zonesof the Baltic, Adriatic and Black Sea by enhancingthe role of spatial planning within coastal zonemanagement. In pilot projects the land as well asthe seaside will be considered when developingand implementing new fields of spatial planningin maritime areas (sea-use planning) throughoutthe EU‘s coastal zones in a coherent manner whilecomplying to international standards and facilitatinginternational exchange and comparison ofinformation. At the same time local and regionalneeds should be reflected.Foreseen results of the project are, among others,the preparation and passing of proposals for CoastalZone Plans and Sea-Use Plans on the basis ofICZM principles with involvement of all relevantstakeholders. GIS databases will be introducedwhich allow international comparisons to facilitatethe spatial planning processes in coastal zones andmaritime areas. National laws and procedures willbe prepared, and existing laws concerning spatialplanning in maritime areas will be improved. Amajor concern of the project is to raise the awareness,know-how and capacities for implementingICZM among local, regional and national targetgroups.
