SIC!SUSTRAIN Implement Corridorwww.sustrain-ic.netSPATIAL DEVELOPMENTMEASURE 1.1Project DescriptionWith the 2004 enlargement the EU area has increasedby about 75 million people. A GDP of only23-68% of the EU average and long transportroutes do not only increase the imbalance betweenEurope‘s economic core area - London, Paris, Milan,Munich („Blue Banana“) and Hamburg andperiphery, the regional development and growthopportunities of the new EU countries are also onthe decline. However, the enlargement providesthe opportunity to develop the polycentric regionsalong the former „Iron Curtain“.second European economic core area,i Specification of required, high-ranking transportinfrastructures to utilise this developmentpotential,i Development of a sustainable, transnational,inter-modal infrastructure programme to contributeto the re-positioning of study area („NewBanana“),i Identification of adequate forms of financingand creation of an infrastructure investmentmodel in a PPP (Public Private Partnership) framework,i Support of necessary transregional cooperationtargeting the implementation of the infrastructureprogramme on a transnational political level.Results and EffectsNew „Banana“ - potential second European economiccore areaSIC! will develop and implement common strategiesfor the territorial cohesion of Europe byoffering concrete measures in land use planning,transport planning and economic policy. Metropolisesand large centres are the driving forces ofeconomic prosperity. The quality of accessibilitybetween the metropolitan and major central regionsis therefore a vital factor. A developed transportinfrastructure and demand-oriented transportservices are preconditions to initiate the developmentin this area. The SIC! study area is generallyaligned to the pan-European transport corridor IV(Berlin-Prague-Vienna-Bratislava and Budapest)and basically reflects the potential second Europeaneconomic core area („New Banana“). It formsthe central European integration zone and comprisesan area of approx. 350,000 km² (populationof about 48 million). The extended study areawith a size of approx. 600,000 km² (population ofabout 102 million) is also object of investigation.The SIC! project has the following main objectives:i Evaluation of regional development opportunitiesand potentials in the SIC! area,i Identification of appropriateness for creating aSIC! has produced a master plan of transnationalinfrastructure investment for railways, roadsand nodes (passenger and cargo), optimising thetrade-offs between the means of transport.
