CONSPACECommon Strategy Network for Spatial Developmentand Implementationwww.conspace.infoProject DescriptionSPATIAL DEVELOPMENTMEASURE 1.1The region involved in the CONSPACE projectfaced a pre-accession situation and it is geographicallyand functionally an interface also to futureEU enlargement. The region is characterisedby highly diversified types of landscapes with avast natural and cultural heritage. The system ofcentral places is without a dominating agglomeration. The linking of the north/south and east/west transport corridors (TEN and TINA corridors)creates a strong impact on accessibility, economiclocation development, economic exchange andfuture prosperity. There has been a tradition of exchanging informationwithin the region as part of the Alps-Adriaticworking community and the previous periodof INTERREG. However, the administrative structures, planning systems, planning philosophies andsystems of basic information needed for regionaldevelopment issues are still quite different. The resultinginconsistencies have a negative impact on amore balanced development of the region.Cities and regions involved in the CONSPACE projectResults and EffectsThe project partners used a set of core planningdata and indicators based on compatible systemsof GIS (Geographic Information Systems). Thesedatabases have been used as a tool for analysingtransnational regional development indicators, foridentifying the mutual impact of the accessionprocess on both sides and for activities in environmentalprotection. The existing development plansand programs and their planning procedures andapproaches have been analysed and documented;the useful elements for the development ofa transnational development strategy have beenidentified with a specific focus on the polycentricstructure of the region, its natural and cultural heritage, and on the interconnection of its regionalThe CONSPACE project team aims at a common strategynetwork for spatial developmenttransport networks to the TEN and TINA corridors. The list of tasks contains follow-up activities atdifferent administrative or legal levels to secure asustainable framework for common actions andrecommendations for policy actions in the future. The strategy will include goals and visions, anidentification of resources and stakeholders, a definitionof development opportunities with specialemphasis on innovation and structural change, atimetable for actions and a set of strategic measuresof implementation.Furthermore, CONSPACE achieved that:i Administrative bodies exchange information onregional strategies,i Public institutions lobby in their regions for anintegrated spatial development,i Partnership links are being established,i Common planning guidelines, plans or land useplans have been developed,i Strategies and perspectives for CADSES sub-regionshave been created,i Participating regions are aware of supply/demandinconsistencies and act against it,i A considerable number of partners have improvedtheir legislative setting for better cooperation, are promoting compatibility of theirdatabases and information instruments, andhave made use of project results in their urbandevelopment and restructuring plans.DurationStart ....................................................... 04/2003End ......................................................... 06/2006Budget (EUR)Total Budget ....................................2,046,875.00thereof ERDF ......................................838,000.00EU Regions/Member StatesNon EU Member StatesLead PartnerProject PartnerLead PartnerOffice of the Government of CarinthiaWulfengasse 139020 KlagenfurtAUSTRIAContact PersonDI Peter FercherTel +43 463 536 32002Fax +43 463 536 32007E-Mail post.abt20@ktn.gv.at0 200 kmProject PartnersAustriaOffice of the State Government of Styria, GrazCroatiaMinistry of Environmental Protection and Physical Planning,ZagrebCounty of Primorje & Gorski Kotar County Institute for SustainableDevelopment and Spatial Planning, RijekaRegion of Istria, PulaHungarySouth-Transdanubian Regional Development Agency, KaposvárItalyVeneto Region, VeniceProvince of Gorizia, GoriziaAutonomous Region of Friuli - Venezia Giulia, TriesteSloveniaMinistry of Environment, Ljubljana16INTERREG III B CADSES / PROJECT BOOK
