SIC!SUSTRAIN Implement Corridorwww.sustrain-ic.netSPATIAL DEVELOPMENTMEASURE 1.1Project DescriptionWith the 2004 enlargement the EU area has increasedby about 75 million people. A GDP of only23-68% of the EU average and long transportroutes do not only increase the imbalance betweenEurope‘s economic core area - London, Paris, Milan,Munich („Blue Banana“) and Hamburg andperiphery, the regional development and growthopportunities of the new EU countries are also onthe decline. However, the enlargement providesthe opportunity to develop the polycentric regionsalong the former „Iron Curtain“.second European economic core area,i Specification of required, high-ranking transportinfrastructures to utilise this developmentpotential,i Development of a sustainable, transnational,inter-modal infrastructure programme to contributeto the re-positioning of study area („NewBanana“),i Identification of adequate forms of financingand creation of an infrastructure investmentmodel in a PPP (Public Private Partnership) framework,i Support of necessary transregional cooperationtargeting the implementation of the infrastructureprogramme on a transnational political level. Results and EffectsNew „Banana“ - potential second European economiccore areaSIC! will develop and implement common strategiesfor the territorial cohesion of Europe byoffering concrete measures in land use planning, transport planning and economic policy. Metropolisesand large centres are the driving forces ofeconomic prosperity. The quality of accessibilitybetween the metropolitan and major central regionsis therefore a vital factor. A developed transportinfrastructure and demand-oriented transportservices are preconditions to initiate the developmentin this area. The SIC! study area is generallyaligned to the pan-European transport corridor IV(Berlin-Prague-Vienna-Bratislava and Budapest)and basically reflects the potential second Europeaneconomic core area („New Banana“). It formsthe central European integration zone and comprisesan area of approx. 350,000 km² (populationof about 48 million). The extended study areawith a size of approx. 600,000 km² (population ofabout 102 million) is also object of investigation. The SIC! project has the following main objectives:i Evaluation of regional development opportunitiesand potentials in the SIC! area,i Identification of appropriateness for creating aSIC! has produced a master plan of transnationalinfrastructure investment for railways, roadsand nodes (passenger and cargo), optimising thetrade-offs between the means of transport. SIC!increases the transparency of ongoing corridorrelatedprogrammes and projects by introducingSIPP, a meta-database on relevant projects in thearea (spatial planning, transnational transport infrastructureand organisation).Further results are:i Regional development benefits through improvedregional accessibility by enlargement,i National transport master plans and transnationalnetwork requirements (TEN, TINA),i Budget restrictions by proposing public privatepartnerships schemes for functionally and/or regionallydefined parts of the railway infrastructure,i Support of regional development strategies basedon scenarios for future infrastructure linksand corresponding changes of accessibility,i Clarification of different effects of developmentscenarios for a north/south corridor in CentralEurope.DurationStart ....................................................... 01/2003End ......................................................... 07/2006Budget (EUR)Total Budget ....................................2,175,000.00thereof ERDF ...................................1,035,000.00EU Regions/Member StatesNon EU Member StatesLead PartnerState Government BurgenlandStabstelle Europabüro und StatistikEuropaplatz 107001 EisenstadtAUSTRIAContact PersonMr. Heinrich WedralTel +43 2682 6002826Fax +43 2682 6002927E-Mail heinrich.wedral@bgld.gv.atLead PartnerProject Partner0 200 kmProject PartnersAustriaState Government Vienna, ViennaMinistry of Transport, Innovation and Technology, ViennaState Government Lower Austria, St. PöltenState Government Upper Austria, LinzState Government Carinthia, KlagenfurtCroatiaCounty Institute for Sustainable Development, RijekaCzech RepublicMinistry for Regional Development, PragueMinistry of Transport and Communications of the CzechRepublic, PragueGermanySaxon State Ministry of the Interior, DresdenGemeinsame Landesplanung Berlin – Brandenburg, PotsdamFree State of Thuringia, ErfurtMinistry for Labour and Construction Mecklenburg - Vorpommern,SchwerinMinistry of Transport, Building and Housing (BMVBW), BerlinHungaryVas County Road Management, SzombathelyItalyRegione del Veneto, VenicePolandMarshal Office of the Wroclaw Province, WroclawSlovakiaMinistry of Environment, Bratislava32INTERREG III B CADSES / PROJECT BOOK
Smart Regionsm@rt regionwww.smartregion.netProject DescriptionThe Sm@rt Region project aims at strengtheningco-operation potentials between regional developmentunits and their work environment in theregions involved in the project. The intensified cooperationshould foster spatial integration. Thiswill be achieved by applying a Knowledge andInformation Manager (KIM) model which will bedeveloped after an intensive analysis and surveyof the participating regions. The main tasks andduties of the KIM model are to provide a comprehensiveoverview of development processes ondifferent levels (regional, national, interregional biandmulti-lateral) and to address potential areasof regional development in an integrative manner. The KIM model will be anchored in the participatingregions and transferred to an enlarged networkof project partner organisations, thus contributingto overcoming regional disparities betweencandidate states and EU Member States as well asother countries.Smart Region links regional development units to fosterspatial integrationThe main objective of the project is to tackle regionalimbalances within the CADSES area as wellas imbalances between rural and urban areas byfostering and supporting the co-operation potentialbetween small- and medium-sized enterprises(SMEs) and local administrations as well as otherstakeholders. The project should support regionaleconomies by setting up methods for interregionalsector and transsector co-operation between economic, scientific, administrative and technologicalresources. Moreover, the promotion of innovation, education, training, research and development is afurther objective.Project Meeting of Smart RegionResults and EffectsSm@rt Region will provide a new, standardised cooperationtool based on the introduction of a KIMmodel to enhance the transnational, inter-sectoralco-operation potential of regional SMEs to supportsustainable spatial development at this level. Thetool can be transferred and used by other regions, too. Further expected results are as follows:i Survey on the status quo of thematic regionalnetworking in order to check interregional cooperationpotentials for assigning Knowledgeand Information Managers,i Pilot applications in four European regions tostandardise a concept of the installation of aKnowledge and Information Mangers, includingtraining and a manual,i Increased co-operation between the regions ingeneral, and an increased amount of co-operationsespecially of SMEs in the service sector, also providing new jobs,i Co-operation in different fields, such as jointcross-cultural learning, interregional project developmentand innovation processes on regionaldevelopment,i Common project website which provides astandardised and tested concept for installing aKnowledge and Information Manager.DurationStart ....................................................... 10/2005End ......................................................... 03/2008Budget (EUR)Total Budget ....................................1,050,000.00thereof ERDF ......................................660,000.00EU Regions/Member StatesNon EU Member StatesLead PartnerProject PartnerLead PartnerScientific Research Centre Bistra PtujSlovenski trg 62250 PtujSLOVENIAContact PersonDr. Bojan PahorTel +386 2 748 02 50Fax +386 2 748 02 60E-Mail bojan@bistra.si0 200 kmProject PartnersAustriaMind Consult & Research Ltd, GrazGovernment of Styria, GrazCroatiaThe City of Osijek, OsijekCroatian Chamber of Economy - County Chamber Varaždin,VarazdinGermanyReFIT r.s., JenaWirtschaftsverband Gera – Ronneburg 2007 e.V., GeraHungaryEntrepreneurs Centre of Somogy County Public Foundation,KaposvárEnterprise Development Foundation of Tolna County, SzekszárdItalyEuro Info Centre IT 378 Veneto, MargheraSerbiaCentre for Strategic Economic Studies “Vojvodina-CESS”,Novi SadSlovakiaRegional Advisory and Information Centre Presov (RAICPresov), PresovRegional State Department in Presov, PresovSPATIAL DEVELOPMENTMEASURE 1.1SloveniaGEA College of Entrepreneurship, PiranINTERREG III B CADSES / PROJECT BOOK33
