Provided that if the electoral roll is not revised as aforesaid, the validity of continuedoperation of the said electoral roll shall not thereby be affected.(3) Notwithstanding anything contained in sub-section (2), the State Election Commissionmay, at any time, for reasons to be recorded in writing, direct a special revision of the electoralroll for a ward or part thereof in such manner as it may think fit:Provided that, subject to the other provisions of this Act, the electoral roll fora ward asin force at the time of the issue of any such direction, shall continue to be in force until thecompletion of the special revision so directed.79. Correction of entries in electoral roll.— If the Electoral Registration Officer, onapplication made to him or on his own motion, is satisfied after such enquiry as he thinks fit, thatany entry in an electoral roll,-(a) is erroneous or defective in any particulars; or(b) should be transposed to another electoral roll on the ground that the person concernedhas changed his place of ordinary residence; or(c) should be deleted on the ground that the person concerned is dead or has ceased tobe an ordinarily resident in a ward or is otherwise not entitled to be registered in that roll, theElectoral Registration Officer shall amend, transpose or delete the entry, as the case may be:Provided that before taking any action on any ground under clause (a) or clause (b) orany action under clause (c) on the ground that the person concerned has ceased to be ordinarilyresident in a ward or, that he is otherwise not entitled to be registered in an electoral roll, theElectoral Registration Officer shall give the person concerned a reasonable opportunity ofbeing heard in respect of the action proposed to be taken in relation to him.80. Inclusion of names in electoral roll.— (!) Any person whose name is not includedin the electoral roll for a ward may apply to the Electoral Registration Officer for the inclusion ofhis name in that roll.(2) The Electoral Registration Officer shall, if he is satisfied that the applicant is entitledto be registered in the electoral roll, direct that his name be included therein:Provided that if the applicant is already registered in any other electoral roll, the ElectoralRegistration Officer shall where he himself is concerned with the preparation or revision ofthat other electoral roll, strike off the applicant's name from that electoral roll or where heis not concerned with the preparation or revision of that other electoral roll, he shall informsuch inclusion to the Electoral Registration Officer concerned who shall, on receipt of theinformation, strike off the applicant's name from that roll.(3) No amendment, transposition or deletion of any entry under section 79 nor anyinclusion of a name, in the electoral roll under this section shall be made after the last date formaking nomination for an election and before completion of that election.81. Appeals.— An appeal shall lie to the District Election Officer concerned within suchtime and in such manner as may be prescribed from any order of the Electoral RegistrationOfficer under section 79 or section 80.82. Fee for applications and appeals.— Every application under section 79 or section80 and every appeal under section 81 shall be accompanied by such fee as may be prescribedwhich shall, in no case, be refundable.83. Special provision for adopting the electoral roll of legislative constituency.—(1) Notwithstanding anything contained in this Act, the State Election Commission may, if itdeems necessary, for the purpose of election under this Act, prepare the electoral rolls of the
