Adopted June 22, 2010City of <strong>Carbondale</strong>CRIME PREVENTION THROUGHENVIRONMENTAL DESIGN (CPTED)Crime Prevention Through EnvironmentalDesign (CPTED) is a multi-disiplinaryapproach to deterring criminal behaviorthrough environmental design. Examples ofCPTED include:• Install windows that overlook sidewalks• Install lighting that avoids creating shadows• Keep landscaping trimmed toavoid hiding spots• Use shoulder-level, open type fencingand a strict policy of enforcement. They arecommon in some communities when used toaccommodate elderly parents, relatives, andyoung adult family members wanting to liveindependently.e. Coordinate with SIU as they pursue therecommendations of their Campus Master<strong>Plan</strong>. Based upon current market conditions,additional housing development will likely bedelayed until the mid-term future. However,additional housing options may be necessaryin order to provide appropriate housingchoices for students. The City will need tocoordinate with the University as these housingdevelopments occur.f. Strengthen the “abandonment” provisions sothat there are specific improvements necessaryupon six months of abandonment. Thesestandards should be detailed enough to allow for proper enforcement of issuesrelated to lighting, signs, curb cuts, vacant buildings, and site conditions.Focus Area 4.4 – Designing neighborhoods and developmentsas special placesProviding quality housing and neighborhoods is fundamental to creating a desirableplace to live, especially as it relates to attracting new families to <strong>Carbondale</strong>.Many residents expressed their desire to have an increased variety of attractive,landscaped, and well-connected neighborhoods.Strategy 1: Improve subdivision design standards to include additional criteriaaddressing site design and create livable neighborhoods for young families.Rationale:Most new residential areas are developed as independent subdivisions ratherthan as dynamic neighborhoods that are connected to other destinations. Basedon citizen concerns and comments about existing development, it is essential torecognize that creating future housing options anddesigns will require flexible development standards.Figure 4.13 | BUFFERYARDSDevelopment ordinances should encourage traditionalneighborhood development (TND) unless there aresite constraints that prove such design impractical.Creating attractive environments for young families iscritical for <strong>Carbondale</strong>’s future. Such efforts, partneredwith investments in school district education, caninclude open space, housing choices, and affordablehousing prices.4.18Actions and Initiativesa.
