Substantially allof the qualified equity investment must in turnbe used by the CDE to provide investments inlow-income communities.b. Expand the use of TIF districts and seekmore creative ways to apply TIF financing.c. Seek ways for private developers to tapinto the Federal New Markets Tax Credits(NMTC) program as explained in Figure 5.6,Tax Credits. Create call-lists of designatedCommunity Development Entities (CDEs) andtax credit developers in the region to identifypotential developer recruitment targets.d. Maintain a current digest of State andFederal economic development programs andgrant/loan funds. Create links to appropriatewebsites from the City webpage.e. Conduct regular business outreach tounderstand the plans and needs of areabusinesses and to troubleshoot potentialproblems.f. Consider creating a land banking programto hold, resell, and redevelop blightedredevelopment sites.g. Apply to the Community DevelopmentAssistance Program (CDAP) for additionalcapital for the Revolving Loan Fund (RLF).Strategy 2: Conduct a thorough review ofCity intake procedures for developmentprojects, business permits, and feestructures with a view toward adopting more expedited and “business friendly”permitting processes.SOURCE: US DEPARTMENT OF THE TREASURYRationale:The City has established a Development Review Committee (DAC) comprisedof members from each individual department within the City to review all plansubmittals. After the DAC members have had a chance to review the proposedplan, a meeting is scheduled with the developer to go over any concerns andprovide feedback that will help the developer modify the plan to meet City Code.The DAC Committee is chaired by the Development Services Director and allcorrespondence is funneled through the Development Services Department. Whilethis process is used to provide constructive feedback to developers, some find theprocess cumbersome.5.18Actions and Initiatives:a. Consider conducting customer service training for front desk personnel andother key staff members and implementing a survey tool to monitor customersatisfaction.b. Rewrite the land development regulations to allow more flexibility andincreased certainty of approval.c. Refine the development checklist that will serve as an easy-to-follow guide fordevelopers and others that are looking at making investments in the community.Chapter Five
