Adopted June 22, 2010City of <strong>Carbondale</strong>Figure 3.5 | SALUKI EXPRESSthe Jackson County Mass Transit District.The Saluki Express operates 11 routes thatconsist of one daily route (No. 1), fourroutes (Nos. 3, 9, 10, and 52) that operateon weekdays, three shuttle routes (GrandAvenue, East, and West) around campusand to the east along Grand Avenue, aFriday-Saturday late night route (No. 8),and a Saturday-Sunday mall/cross-townroute (No. 11). These routes operate whileUniversity classes are in session and carry asubstantial number of riders, as depicted inFigure 3.5, Saluki Express. During breaks,there is an individual daily route (BreakRoute) that provides service between SIU,Downtown, Murdale Shopping Center,University Mall, and many points inbetween.Saluki Express provided over 415,000 rides in 2008, The Saluki Express service areawhich equates to 18.68 riders per hour.encompasses the SIU campus, Downtown,Murdale Shopping Center, UniversityMall, areas of student living both onandoff-campus, a route extending to the Jackson County Health Department,Southern Illinois Airport, and the Hickory Ridge Golf Course (see Map 3.3, SalukiExpress Routes). Service is also provided to John A. Logan Community College.The neighborhoods close to campus are served, as are those in northwest andnortheast <strong>Carbondale</strong>. The areas that are not well served are the southwest, farwest, and northernmost neighborhoods, as well as those around the periphery ofthe community.National rail service also exists for <strong>Carbondale</strong> on the City of Chicago to City ofNew Orleans Amtrak line. Amtrak currently offers three daily routes to Chicagoand points in between. The Amtrak service allows students and residents toeasily travel north to Chicago and south to New Orleans. Amtrak ridership onthe <strong>Carbondale</strong> line is up in recent years and there are current opportunities toexamine site improvements at the station. Locating a multi-modal facility at or nearthe existing site is one potential option as it would allow the Amtrak train serviceto link to Amtrak Thruway Motorcoach Service, which connects <strong>Carbondale</strong> to St.Louis. The current Greyhound bus station is in need of a permanent home andmight also be relocated to such a facility.3.4 <strong>Plan</strong> Focus Areas and StrategicRecommendationsFocus Area 3.1 - Improving Mobility3.8With the amount of development occurring in the extraterritorial jurisdiction,an adopted Thoroughfare <strong>Plan</strong> and sound thoroughfare planning policies areessential. A Thoroughfare <strong>Plan</strong> will ensure that adequate rights-of-way arededicated to the City concurrent with development and on general alignmentsthat are consistent with the plan. Adopted June 22, 2010secondary arterials, and collectors areneeded to ensure an efficient and safe localtransportation system. Currently, there isno thoroughfare plan in the extraterritorialjurisdiction. Development that is occurringis taking access to existing rural roadwayswith no mechanism for accepting right-ofwaydedication that is in accord with anadopted plan. Since this area is within theinfluence of future growth, extension ofa Thoroughfare <strong>Plan</strong> to include this areais essential to achieve an adequate andcomplete roadway network.The grid street pattern throughout<strong>Carbondale</strong> is generally effective forconveying traffic to the collector and arterialroads. However, there are significantbarriers to developing continuity in thestreet system. These barriers include:COMPLETE STREETS POLICY IN <strong>IL</strong>LINOISIllinois is now one of the leaders in DOT policyrelated to ‘Complete Streets.’ The recent ‘CompleteStreets’ policy mandates multi-modal planning fromthe outset rather than installing pedestrian andbicycle amenities as a retroactive measure after adeath or series of high profile crashes.In 2007, the Illinois legislature voted unanimously inthe Senate and 109-3 in the House to nullify formerDemocratic Governor Rod Blagojevich's amendatoryveto on the comprehensive Complete Street Law(AB 314). Under this bill, the Illinois Departmentof Transportation must include safe bicycling andwalking routes in all planning for urbanized areasimmediately and in construction by August 2008.• The Illinois Central Gulf Railroad, which has at-grade crossings at DillingerRoad, Oak Street, Jackson Street, Main Street, Walnut Street, College Street,Grand Avenue, and Boskydell Road; an underpass at Mill Street; an overpassat Pleasant Hill Road; and two pedestrian bridges that cross South Illinois Ave.• Floodplain along Piles Fork Creek, Crab Orchard Creek, Drury Creek, andLittle Crab Orchard Street.• The significant land holding of Southern Illinois University (SIU).• Wetlands and water bodies that dot the landscape around the community.• Heavily vegetated areas that are not conducive to intensive development.<strong>Comprehensive</strong> <strong>Plan</strong>The design and layout of existing subdivisions has also created a barrier to streetcontinuity by presenting limited opportunities for improving the existing streetsystem without significant costs. Also, the introduction of curvilinear streets in themore recent rural subdivisions further complicates the ability to make much neededconnections. As a result, traffic is diverted to the arterial streets, thereby adding tothe congestion during peak periods. To improve the situation, it will be importantfor the City to adopt better subdivision layout standards and street design criteria.Furthermore, the efficiency of a street in conveying traffic is predicated uponpreserving its traffic carrying capacity. Situations that affect its efficiency include:• the number of access points (driveways and alleys);• lane width;• synchronization of signals;• number of intersections;• impedance of traffic flow by vehicles entering and existing properties;• allowance for deceleration/acceleration at each ingress/egress point; and• the presence or nonexistence of a center turn lane or median, among otherfactors.3.9Community Mobility
