The hydro projects currently built inthe Mekong Basin are shown in Figure 1 andtheir capacity is listed in Table 1.Concern about the development of hydroprojects in the basin has grown in recent years.For example, in Thailand, the Pak Mun projecthas been criticised for significantly reducingthe fishery in the Moon River and causing otherproblems. Unannounced releases of water fromthe Yali Falls Dam on the Se San River in VietNam have caused loss of life and propertydownstream in Cambodia, and civil societygroups in Cambodia have criticised Viet Nam’splans to develop more hydro projects on theSe San.In signing the 1995 Agreement that establishedthe Mekong River Commission, membercountries all agreed that before any hydro projectcan be built on the mainstream of the Mekong,all four members must agree. Although MRCmembers are only required to notify each otherof their intention to build a project on a tributary,the 1995 Agreement obligates members toensure that no harmful effects will occurdownstream in neighbouring countries.Rapids on the Mekong River just below theChinese borderIncreasingly, MRC has been called upon to facilitate dialogue among governments and otherstakeholders to ensure that transboundary impacts are considered.Table 1.
