In particular, in addition to improving water suppliesand sanitation and making them financially and operationally sustainable, improvements must takeplace with regard to hygiene. Basin experience indicates that unless households protect watersupplies, transport, store and use waterhygienically and wash their hands properly,improvements in water supply will probablynot have their desired health impact.To ensure that investments in systems areworthwhile, monitoring is consideredimportant not only with regard to coverageof services, but also with regard to howinvestments are made, how systems aremanaged and maintained and whethercoverage is equitable and is having animpact.The fact that governments have appropriatepolices and strategies in place with regardsto providing domestic water and sanitationBy ensuring near universal access to adequatesanitation, alongside safe water and hygieneimprovements, Thailand has drastically cutdeaths from gastro-intestinal diseaseand experience with multi-stakeholder participation, bodes well for success in attracting the necessaryinvestment. If investment is based on sound nationally-derived policy and strategies, with high levelsof user involvement, it is much more likely to be sustainable and successful in improving humanhealth and welfare within the Basin.263
