The <strong>State</strong> is brokeninto 21 counties and 566 municipalities, which exist under the Home Rule Charter. 11 Home Rulegrants power to municipal governments to carry out a range <strong>of</strong> governmental activities undertheir own authority. 12Overview <strong>of</strong> <strong>New</strong> <strong>Jersey</strong> <strong>EMS</strong> OrganizationsOrganizations central to this study are the <strong>New</strong> <strong>Jersey</strong> Office <strong>of</strong> <strong>EMS</strong> (NJO<strong>EMS</strong>), the<strong>New</strong> <strong>Jersey</strong> <strong>EMS</strong> Council, the <strong>New</strong> <strong>Jersey</strong> Mobile Intensive Council, the <strong>New</strong> <strong>Jersey</strong> <strong>State</strong> FirstAid Council (NJSFAC), the <strong>New</strong> <strong>Jersey</strong> Medical Transportation Association (NJMTA) and the<strong>New</strong> <strong>Jersey</strong> Association <strong>of</strong> Paramedic Programs (NJAPP). The <strong>New</strong> <strong>Jersey</strong> Office <strong>of</strong> <strong>EMS</strong> wasestablished in 1967 under the Department <strong>of</strong> Health and Senior Services (DHSS), Division <strong>of</strong>Health Infrastructure Preparedness and Emergency Response. It was the first <strong>of</strong>fice <strong>of</strong> its kind inthe United <strong>State</strong>s and is responsible for regulation and oversight <strong>of</strong> career <strong>EMS</strong> providers in the<strong>State</strong> <strong>of</strong> <strong>New</strong> <strong>Jersey</strong>. 13 The <strong>New</strong> <strong>Jersey</strong> <strong>State</strong> First Aid Council (NJSFAC) functions as anassociation for <strong>New</strong> <strong>Jersey</strong>’s volunteer <strong>EMS</strong> community (BLS providers) with approximately 80percent membership. 14 The goal <strong>of</strong> the NJSFAC is to “provide the highest quality <strong>of</strong> trainedvolunteer personnel and equipment in answering basic life support first aid calls in the <strong>State</strong> <strong>of</strong><strong>New</strong> <strong>Jersey</strong>.” 15 The NJSFAC is governed by an executive board, elected annually, that includesseven executive <strong>of</strong>ficers including three executive vice presidents (north, central, and south) thatare elected by member organizations in the areas in which they provide BLS services.
