<strong>State</strong> <strong>of</strong> <strong>New</strong> <strong>Jersey</strong>, DHSS, O<strong>EMS</strong>Consulting Services: <strong>EMS</strong> <strong>System</strong> <strong>Review</strong>Additional Legislation, Regulations, or Protocols to be ConsideredThe following legislation, regulations, or protocols should be considered. Any additionsshould be based on the goal <strong>of</strong> quality patient care with a minimum <strong>of</strong> bureaucratic regulation.Comprehensive <strong>EMS</strong> Legislation should include each <strong>of</strong> these items.Legislation – Legislation to be considered:• Volunteer BLS services should be licensed similar to other <strong>EMS</strong> services.• Identify the position <strong>of</strong> NJO<strong>EMS</strong> director as an assistant commissioner.• Allow the creation <strong>of</strong> three <strong>EMS</strong> regions, as part <strong>of</strong> the NJO<strong>EMS</strong>. A regionaladministrator may be appointed for each <strong>EMS</strong> region who acts with the delegatedauthority <strong>of</strong> the assistant commissioner.• Mandate a countywide PSDP.• Merge pediatric legislation into the comprehensive legislation package.Regulations – The following should be added under regulations:• BLS Units required to be staffed by at least two EMT-Bs.• Air Medical dispatch updates.• Consider the advantages <strong>of</strong> having a formal ALS-RN license.Executive Orders – Executive orders including reorganization <strong>of</strong> the NJ<strong>EMS</strong> Councilshould become part <strong>of</strong> Comprehensive <strong>EMS</strong> Legislation.Protocols – Develop a <strong>New</strong> <strong>Jersey</strong> <strong>State</strong> <strong>EMS</strong> protocol for EMT-Bs and paramedics.This would be a statewide document that is followed by all programs. Program medicaldirections would be required to apply to the MAC for additions. The protocols should bestreamlined and concentrate on patient care. NJO<strong>EMS</strong> should avoid the temptation <strong>of</strong> makingthis a procedure manual or teaching manual.This is an appropriate time to create this as a recommendation was to deemphasize onlinemedical direction in favor <strong>of</strong> standing orders. Online direction should be considered exceptiononly. Although the literature is limited, the trends show that not requiring online medicaldirection leads to slightly shorter on-scene times and a high-level <strong>of</strong> agreement betweenTriData, a Division <strong>of</strong> 79September 2007<strong>System</strong> Planning Corporation
