<strong>State</strong> <strong>of</strong> <strong>New</strong> <strong>Jersey</strong>, DHSS, O<strong>EMS</strong>Consulting Services: <strong>EMS</strong> <strong>System</strong> <strong>Review</strong>For the first one to two years, the senior staff members would work to develop the stateregional program, construct and promulgate <strong>EMS</strong> legislation, form liaisons and developregulations and procedures. Another major goal for the senior staff would be to formulate theregional process and designate what areas would be primarily state or regional responsibilities.They would also plan for any changes in the state’s ALS and Air Medical delivery pr<strong>of</strong>iles.Recommendation 34: Restructure the state <strong>EMS</strong> system as described above.Immediately appoint the senior staff and have them begin a one to two year transition process forthe NJD<strong>EMS</strong>. Recently, the <strong>State</strong> <strong>of</strong> Pennsylvania has upgraded their <strong>EMS</strong> oversight agency to abureau level.The state <strong>EMS</strong> system would include an expanded senior staff with four “chiefs” <strong>of</strong>major system components. The major administrative components would include:• <strong>EMS</strong> Education and Training – to include all programming <strong>of</strong> basic and advancedlife support education and training, Medical Priority Dispatch education and training,online and simulation training, educational institutions and continuing educationproviders, instructor training, <strong>EMS</strong> leadership and administration education andoperational oversight <strong>of</strong> the EMT Training Fund. Also included would be the initialtesting and licensure for EMD, EMT-B and paramedic.• Licensure, Certification and Credentialing – includes the granting <strong>of</strong> licenses andcertifications for all <strong>EMS</strong> provider levels, <strong>EMS</strong> program designations, <strong>EMS</strong> vehicledesignations and the renewal <strong>of</strong> the same. This administrator will also oversee themedical discipline, program complaint and similar processes for the <strong>EMS</strong> system.Another role will be working with the <strong>EMS</strong> Council concerning legislative andregulatory matters.• Operations and Information Services – will oversee the liaison between NJD<strong>EMS</strong>and other public safety entities and coordinate the <strong>State</strong> <strong>EMS</strong> Task Force. Willoversee the establishment and upkeep <strong>of</strong> a state <strong>EMS</strong> information system withemphasis on a statewide <strong>EMS</strong> database, a statewide PCR, and merging <strong>of</strong> informationfrom county primary access points/primary dispatch points into the informationsystem. Will serve as the primary liaison to the NJSFAC Executive Board and staff.• Financial and Administrative Services – Will oversee the budget preparation andaccountability for the <strong>EMS</strong> Division. Also works with local, state and federal payorsto assist in promoting a workable financial system for reimbursements. Oversees the<strong>EMS</strong>-Children’s program and is liaison for pediatric and poison center services.Maintains the appropriate liaison with trauma center authorities.
