<strong>State</strong> <strong>of</strong> <strong>New</strong> <strong>Jersey</strong>, DHSS, O<strong>EMS</strong>Consulting Services: <strong>EMS</strong> <strong>System</strong> <strong>Review</strong>maintained at the state level, with MI<strong>EMS</strong>S also providing administrative support to each <strong>of</strong> theregional <strong>EMS</strong> councils.Each region has its own Medical Director, who is recommended by the Regional <strong>EMS</strong>Council and approved by the <strong>State</strong> <strong>EMS</strong> Medical Director, and an Associate Regional PediatricMedical Director. Online medical direction is available 24/7 with physicians and hospitalemergency departments. Public sector agencies must also have a quality assurance program.<strong>EMS</strong> activities in Maryland are governed by the 1993 Maryland <strong>EMS</strong> Law, whichcreated an 11-member Governor-appointed <strong>State</strong> Emergency Medical Services Board to governMI<strong>EMS</strong>S and a <strong>State</strong>wide Emergency Medical Services Advisory Council (S<strong>EMS</strong>AC) to adviseand assist the <strong>EMS</strong> Board. This is the same piece <strong>of</strong> legislation that established MI<strong>EMS</strong>S. Localordinances serve to shape <strong>EMS</strong> delivery in a manner most conducive to specific service areas.More recently, Maryland Code has been modified to improve interoperability betweenjurisdictions, both at the intra- and inter-state levels.Funding for MI<strong>EMS</strong>S comes primarily from the <strong>State</strong>, receiving $10.8 million in statefunds last year. Much <strong>of</strong> this funding comes from a surcharge on motor vehicle registrations.Minimal funding comes from federal sources, but localities do contribute significantly to thecondition <strong>of</strong> <strong>EMS</strong> in Maryland, particularly in the area <strong>of</strong> operations. Billing patients and/or theirinsurance carriers for <strong>EMS</strong> transport is an increasingly popular means <strong>of</strong> recouping some <strong>of</strong> thecosts incurred in the operational side <strong>of</strong> <strong>EMS</strong>.OhioThe Ohio Division <strong>of</strong> <strong>EMS</strong> is under the purview <strong>of</strong> the Department <strong>of</strong> Public Safety.Services provided by this agency include standards for apparatus and equipment, education andcertification, accreditation, and medical oversight. The Division <strong>of</strong> <strong>EMS</strong> is overseen by the <strong>EMS</strong>Board, which consists <strong>of</strong> 20 members, 19 <strong>of</strong> which are appointed by the Governor asrepresentatives from specific <strong>EMS</strong>-related organizations and one is an Ohio Department <strong>of</strong>Public Safety staff member appointed by the Director <strong>of</strong> Public Safety.Training is delivered throughout the state by instructors who are certified by the OhioDivision <strong>of</strong> <strong>EMS</strong>. Courses including First Responder, EMT-B, EMT-I, and EMT-P are <strong>of</strong>feredthrough local fire and rescue agencies, hospitals, community colleges, and universities.Accreditation <strong>of</strong> training facilities is based on six factors: Administration and Organization,Faculty and Preceptors, Curriculum and Instruction, Facilities and Equipment, Students andGraduates, and Self-Assessment.
