EMS SYSTEM ASSESSMENTThis chapter presents an assessment of the New Jersey EMS System based on theresponses of 13 EMS Focus Groups representing New Jersey EMS organizations and EMSprovider groups. The assessment is divided into two major sections, a current assessment of NewJersey EMS and priorities for the future of EMS. The DOT/NHTSA EMS “Agenda for theFuture” was used as a basis for this assessment. Specific methods used for the assessment werediscussed in Chapter 1. This assessment considered all aspects of EMS in the state, not justNJOEMS.The assessment includes information identified during the focus groups, triage visit, andinterviews we conducted throughout the state.Current State of EMS SystemOverall Evaluation – The overall evaluation is based on a compilation of theassessment of each component of EMS by all of the focus groups. An explanation of eachcomponent will be provided in the discussion of each component.The scoring for each component is:• Excellent (5) – NJEMS has already achieved the Agenda for the Future attribute.• Very Good (4) – NJEMS has either achieved or has plans to achieve the Agenda forthe Future attribute.• Satisfactory (3) – NJEMS has minimally achieved most of the Agenda for the Futureattribute. A specific plan is needed to complete this attribute.• Marginal (2) – NJEMS has recognized what is needed to achieve the Agenda for theFuture guidelines but does not have a plan of action.• Unsatisfactory (1) – NJEMS has not recognized this Agenda for the Future attributeas part of the EMS system.A score of 0.5 or higher above the base score was moved to the next level. For example, ascore of 1.75 would be considered marginal.Overall, the New Jersey EMS system was scored as marginal, with a score of 1.93 out of5.0. The strongest component was Public Access (2.69-emerging). Components higher thanmarginal were clinical care (2.46), communications (2.37), medical direction (2.28), andeducation systems (2.22). Components scored below 2.0, were finance and EMS research, theywere considered as unsatisfactory (Figure 2).TriData, a Division of 28September 2007System Planning Corporation

The highest scores were assigned by the EMS educators (2.24), air medicalproviders (2.21), and the New Jersey State First Aid Council (2.2) (Figure 3).TriData, a Division of 29September 2007System Planning Corporation
