Training programsChange – “the <strong>New</strong> <strong>Jersey</strong> Highway Traffic Safety Program shall include the trainingprogram for all basic life support providers that shall comply with…27:5F-23. Political subdivisions….Add: c. “Political subdivisions submitting grants for these federal funds must provide orcause to be provided emergency medical services for their subdivision.”27:5F-26. Applications from political subdivisions……Merge this with 27:5F-23.27:5F-27. First aid, rescue and ambulance……This should be changed to read:“Each volunteer or non-volunteer <strong>EMS</strong> provider organization shall be licensed by theNJO<strong>EMS</strong> to provide ambulance transportation. They shall also notify the local jurisdictionhaving authority <strong>of</strong> their intent to become licensed. Upon approval <strong>of</strong> the local jurisdiction, theymay file an application with the NJO<strong>EMS</strong> to seek licensure. Within 90 days <strong>of</strong> application,NJO<strong>EMS</strong> will determine whether the organization meets the minimum standards for licensure.Those agencies meeting the prescribed standards will be issued a two year license to operate.Licensed volunteer or non-volunteer <strong>EMS</strong> organizations shall agree that all vehicles andequipment meet standards espoused by NJO<strong>EMS</strong> before they are placed in service. Personnelwill be licensed/certified as <strong>New</strong> <strong>Jersey</strong> EMT-Bs. Non-EMT-Bs may serve as part <strong>of</strong> a BLS crewprovided that at least two EMT-Bs are staffing the unit.The licensee or the licensees political subdivision may voluntarily surrender their BLSlicense to NJO<strong>EMS</strong>. The NJO<strong>EMS</strong> may revoke, suspend or place conditions on licensed BLSorganizations for violations <strong>of</strong> legislative or regulatory mandates. Actions against the licenseemay be taken as outlined in legislation.”The above suggestions are a possible solution for some legislative needs. It may still notbe the most appropriate way to introduce comprehensive <strong>EMS</strong> legislation.
