The state’s investment into the<strong>EMS</strong> system is the only way that significant change is likely to occur. The senior <strong>EMS</strong> <strong>of</strong>ficialshould be at the assistant commissioner level. In order for the state oversight organization tomake adaptive instead <strong>of</strong> technical decisions, a regional approach should be adopted. This allowsfor decision making at the appropriate level.County governments should be encouraged to become involved in the oversight <strong>of</strong> <strong>EMS</strong>.Investment <strong>of</strong> dollars at this level may improve the <strong>EMS</strong> economies <strong>of</strong> scale and benefit localmunicipalities. Above all, it will likely guarantee good <strong>EMS</strong> care to the citizens <strong>of</strong> <strong>New</strong> <strong>Jersey</strong>.As part <strong>of</strong> the change needed there is a critical need to overhaul the state <strong>EMS</strong>information system. A requirement should be put in place for the submission and analysis <strong>of</strong><strong>EMS</strong> data.
