take the form back to school and fix the problem. After completion <strong>of</strong> all schools in each province,<br />

the forms were returned to MoE statistics department.<br />

The completed survey forms were validated by a team <strong>of</strong> statistics <strong>of</strong>ficers and surveyors in Kabul<br />

before the data was manually entered into the computer. In case <strong>of</strong> any inconsistencies the surveyors<br />

were called in to call up their provincial counterparts to verify the information.<br />

Data entry took two months and a total <strong>of</strong> 230 staff to complete. It was entered into a special<br />

database program developed by an <strong>EMIS</strong> department. A team <strong>of</strong> experts run and checks on the data<br />

entered to verify the veracity <strong>of</strong> the entries which was collected from the field. At the end <strong>of</strong> the data<br />

entry process, the <strong>EMIS</strong> department staff was required to verify a random number <strong>of</strong> pages <strong>of</strong> the<br />

data entered to check for errors. Finally, post data entry validation checks were run on all the<br />

information entered to reduce data entry errors.<br />

Based on the survey results, data was further analyzed by different entities. The tabulated data is<br />

presented in the appendix <strong>of</strong> this report. However, the followings consist <strong>of</strong> some <strong>of</strong> the summary<br />

data presented to illustrate the current situation upon which at the end <strong>of</strong> the analysis certain<br />

conclusions have been drawn.<br />

3.1 Limitations<br />

Deteriorating security situation in a number <strong>of</strong> provinces did not allow surveyors to visit all the<br />

schools in the provinces. Since having a complete dataset <strong>of</strong> schools in Afghanistan was one <strong>of</strong> the<br />

primary aims <strong>of</strong> the survey, the headmasters from those schools not visited were brought into the<br />

provincial centers with the documents to fill the survey forms. Even this could not be done for many<br />

schools as headmasters in some <strong>of</strong> the most insecure districts were not comfortable travelling with<br />

these documents. For such schools a separate form was developed to obtain data based on the<br />

records <strong>of</strong> the schools maintained in the provincial education department and best estimates were<br />

derived.<br />
