Employment opportunities <strong>in</strong> the formal sector as well as salaries<br />
<strong>in</strong>crease with the level of education. Therefore, appropriately skilled<br />
and qualified workers are highly needed <strong>in</strong> the Mozambican economy<br />
(World Bank, 2004).<br />
Although the bus<strong>in</strong>ess-enabl<strong>in</strong>g environment has improved <strong>in</strong> recent<br />
years, cumbersome regulations and procedures still impose heavy costs<br />
on bus<strong>in</strong>ess. Small and medium-sized enterprises-producers with<br />
significant potential for export growth have been especially<br />
disadvantaged by Mozambique's burdensome system of approvals,<br />
licenses, and levies that impede market entry and raise the costs of<br />
do<strong>in</strong>g bus<strong>in</strong>ess.<br />
Mozambique's labour laws are not <strong>in</strong> accord with <strong>in</strong>ternational<br />
norms and seriously impede job creation <strong>in</strong> the private sector.<br />
Mozambique has a more highly regulated labour market than n<strong>in</strong>e of<br />
the ten most regulated countries <strong>in</strong> the world (DTIS, 2004).
