4.2 External Debt<br />

Most <strong>SADC</strong> countries have experienced an <strong>in</strong>creas<strong>in</strong>g external debt<br />

burden over the last two decades. In some countries such as<br />

DRC, Mozambique and Zambia, the external debt has been high (Table<br />

4).<br />

Due to this debt positions, access to external fund<strong>in</strong>g sources, other<br />

than official sources on highly concessional terms, rema<strong>in</strong>s limited.<br />

Five of <strong>SADC</strong> Member states are eligible to the Highly Indebted Poor<br />

Countries Initiative (HIPC). Two of them, namely Mozambique and<br />

Tanzania have reached the completion po<strong>in</strong>t. Another two, Malawi<br />

and Zambia, have reached the decision po<strong>in</strong>ts while the DRC is still<br />

under consideration.<br />

The HIPIC <strong>in</strong>itiative is expected to relieve considerable levels of<br />

resources, which may be applied directly <strong>in</strong> poverty reduction areas of<br />

development <strong>in</strong> the concerned <strong>SADC</strong> Member States.<br />
