progress and reforms might be necessary, depend<strong>in</strong>g on the <strong>in</strong>dividual<br />

circumstances of each member country.<br />

The goal of deepen<strong>in</strong>g <strong>in</strong>tegration <strong>in</strong> <strong>SADC</strong> countries vis-à-vis<br />

macroeconomic policy frameworks needs to be considered <strong>in</strong><br />

conjunction with the other objectives of <strong>SADC</strong>. A broad range of<br />

stakeholders will need to be <strong>in</strong>volved <strong>in</strong> the process, <strong>in</strong>clud<strong>in</strong>g m<strong>in</strong>istries<br />

of trade, <strong>in</strong>dustry, labour, f<strong>in</strong>ance, central banks and the private sector<br />

from each <strong>SADC</strong> country.<br />

Greater macroeconomic <strong>in</strong>tegration and better trade, f<strong>in</strong>ance and<br />

labour policies will enable the region to attract private capital flows.<br />

Given the low level of domestic sav<strong>in</strong>gs and <strong>in</strong>vestment, however, it<br />

seems that <strong>SADC</strong> countries will need to attract more private capital<br />

<strong>in</strong>flows to promote economic growth.<br />

Institutions and policies should be put <strong>in</strong> place to ensure the efficient<br />

use of these flows, as well as to control their potentially destabilis<strong>in</strong>g<br />

effects. The bank<strong>in</strong>g system is the core <strong>in</strong>stitutional structure on which<br />

all other sectors and f<strong>in</strong>ancial <strong>in</strong>stitutions depend. Priority should<br />

therefore, be given to develop<strong>in</strong>g sound economic, social and f<strong>in</strong>ancial<br />

<strong>in</strong>frastructure <strong>in</strong> the <strong>SADC</strong> countries.<br />

9.2 Future Research<br />

I n terms of further research topics, the study provides no discussion<br />

of trade and f<strong>in</strong>ance development <strong>in</strong> terms of policy analysis and<br />

impact modell<strong>in</strong>g. It also does not consider <strong>in</strong>surances and labour<br />

markets, which are mostly underdeveloped <strong>in</strong> the <strong>SADC</strong> region and<br />

which form an important component of deepen<strong>in</strong>g <strong>in</strong>tegration <strong>in</strong> <strong>SADC</strong><br />

vis-à-vis macroeconomic policy frameworks.<br />

Other possible topics <strong>in</strong>clude look<strong>in</strong>g at the connections of the f<strong>in</strong>ancial<br />

and monetary <strong>in</strong>tegration. For example, what k<strong>in</strong>d of f<strong>in</strong>ancial<br />

arrangements need to be <strong>in</strong> place for monetary <strong>in</strong>tegration to take place?<br />

<strong>SADC</strong>'s objective of macroeconomic convergence cannot be achieved<br />

without some complementary f<strong>in</strong>ancial sector policies. F<strong>in</strong>ally, the<br />

possibility of creat<strong>in</strong>g a f<strong>in</strong>ancial hub for the region somewhere with<strong>in</strong><br />

the <strong>SADC</strong> countries could be explored, as well as the complementary<br />

policies, which would be required to make this a politically acceptable,<br />

and economically viable strategy for all <strong>SADC</strong> countries.<br />
