Eskom and EDM (Mozambique Power Generation Utility) are<br />
partners <strong>in</strong> a project named NMPD (Northen Mozambique Power<br />
Development Initiative) with the goal of explor<strong>in</strong>g opportunities for<br />
develop<strong>in</strong>g energy-related projects <strong>in</strong> the centre and north of<br />
Mozambique. One of the projects under consideration is the build<strong>in</strong>g<br />
of a new dam downstream the Zambezi river (Mphanda Ncua<br />
HidroPower with a nom<strong>in</strong>al capacity of 1.200 MW).<br />
Mozambique is currently review<strong>in</strong>g the legislative framework <strong>in</strong> order<br />
to allow private participation <strong>in</strong> the energy sector. The Government is<br />
concerned with the promotion of private <strong>in</strong>vestment <strong>in</strong> energy,<br />
particularly <strong>in</strong> small scale projects aimed to improve households access<br />
to modern energy (<strong>in</strong>clud<strong>in</strong>g electricity, natural gas and liquidities<br />
petroleum gas). S<strong>in</strong>ce the potential of the public sector <strong>in</strong> terms of<br />
f<strong>in</strong>ancial resources is very limited, <strong>in</strong>creas<strong>in</strong>g private participation <strong>in</strong><br />
the energy sector is essential. Currently less than 10% of the homes<br />
have access to electricity.<br />
Tourism: Mozambique has already signed and ratified the <strong>SADC</strong><br />
Tourism Protocol. The tourism sector has been one of the most vibrant<br />
<strong>in</strong> recent years. New <strong>in</strong>vestments are tak<strong>in</strong>g place and the number of<br />
visitors is <strong>in</strong>creas<strong>in</strong>g. Mozambique, along with Swaziland, South Africa<br />
and Botswana are develop<strong>in</strong>g jo<strong>in</strong>t projects such as trans frontier parks.<br />
Transport and Communications: The area of transport and<br />
communications <strong>in</strong> Mozambique is mostly liberalised, with private<br />
participation <strong>in</strong> many areas. The Government of Mozambique has<br />
signed concession and management contracts for the country's key<br />
railways and ports. There are private <strong>in</strong>vestors also <strong>in</strong> the airl<strong>in</strong>e <strong>in</strong>dustry.<br />
The N4 Maputo Witbank highway was the most important achievement<br />
<strong>in</strong> the public private partnership, where TRAC was granted a 25-year<br />
concession under the BOT arrangement.<br />
On the other hand, many steps have been taken <strong>in</strong> order to remove<br />
barriers to cross- border movements. In early 2005, Mozambique signed<br />
agreements for visa abolition with South Africa, Botswana, and last<br />
August with Swaziland.<br />
Other activities scheduled by the Mozambican authorities <strong>in</strong>clude<br />
(2005-2009): (i) the restructur<strong>in</strong>g of the TDM (Mozambique<br />
Telecommunications) by sell<strong>in</strong>g government shares <strong>in</strong> the company;<br />
(ii) complete the telecommunications backbone <strong>in</strong> the country.<br />
