needed "long-term <strong>in</strong>vestments" which will assist <strong>in</strong> strengthen<strong>in</strong>g<br />
the <strong>in</strong>dustrial base.<br />
<strong>SADC</strong> states to build <strong>in</strong>stitutional capacity to rema<strong>in</strong> central actors<br />
<strong>in</strong> determ<strong>in</strong><strong>in</strong>g their development strategies, with civil society play<strong>in</strong>g<br />
a role associated with dialogue and <strong>in</strong> the peace build<strong>in</strong>g processes.<br />
In this context, it is foreseen that both the Council of M<strong>in</strong>isters and<br />
the Jo<strong>in</strong>t Parliamentary Assembly should play the role of <strong>org</strong>anis<strong>in</strong>g<br />
a dialogue with representatives of <strong>SADC</strong> economic and social<br />
partners, and with other actors of civil society <strong>in</strong> order to obta<strong>in</strong><br />
their views on the atta<strong>in</strong>ment of the objectives of the ongo<strong>in</strong>g<br />
process of regional <strong>in</strong>tegration. At the same level bus<strong>in</strong>ess<br />
representation and other economic actors such as labourers, farmers<br />
and commerce, will have to the norm <strong>in</strong> each of the participat<strong>in</strong>g<br />
member countries.<br />
The uphold<strong>in</strong>g of the basic pr<strong>in</strong>ciples of political governance<br />
<strong>in</strong>clud<strong>in</strong>g peace, security and conflict resolution, and rule of law-all<br />
of which serve to guarantee non-reversal of the bus<strong>in</strong>ess confidence<br />
that is needed for susta<strong>in</strong>able growth and <strong>in</strong>vestment <strong>in</strong> the regional<br />
economies. The creation of an <strong>in</strong>stitutional framework will help <strong>in</strong><br />
ensur<strong>in</strong>g maximum benefits to <strong>SADC</strong> countries from EPAs.<br />

10.3 Monitor<strong>in</strong>g and Evaluation of Macroeconomic<br />
Convergence <strong>in</strong> <strong>SADC</strong><br />
T he <strong>SADC</strong> ambitious goals and objectives, as captured <strong>in</strong> its Regional<br />
Indicative Strategic Development Plan (RISDP), are to complete a<br />
Free Trade Area (FTA) by 2008, become a Custom Union by 2010,<br />
create a regional common market by 2015 and a monetary union by<br />
2016.<br />
To realise these targets <strong>in</strong> the f<strong>in</strong>ance and <strong>in</strong>vestment sub-sector,<br />
member states commenced with the development of the F<strong>in</strong>ance and<br />
Investment Protocol (FIP) development process <strong>in</strong> 1998 through a<br />
bottom-up approach <strong>in</strong> terms of a variety of f<strong>in</strong>ancial sub-sector-specific<br />
Memoranda of Understand<strong>in</strong>g. Various technical committees were set<br />
up to develop MOUs <strong>in</strong> def<strong>in</strong>ed sub-sectors <strong>in</strong> the areas of fiscal and<br />
