Contract # GS00T01AHD0002Proposal to add Federal Telecommunications Service – Long Distance (FTS-LD)For FTS-LD switched access locations, if the station is not pre-subscribed to the FTS-LD network, a caller will dial the FTS-LD access code, followed by one and a 10-digit destination number, to call an on-net station. If the caller is pre-subscribed, theFTS-LD access code need not be dialed prior to dialing one plus the 10-digitdestination number. AT&T will identify numbers to be reserved for special uses, suchas access to AT&T’s operators’ trouble reporting, or other special applications.The network will route calls to intercept announcements as required for time-outduring dialing, network congestion conditions, denial of access to off-net and on-netcalls, denial of access to features, and other related conditions. Callers are eitheradvised that a certain type of call cannot be completed or there are network problems.The network will further provide the capability for calls to terminate via Inmarsat(terminal types A, B, M, Mini-M, and Aeronautical).2.2.1.1.2 Features (C.2.2.1.1.2)There are no access features for SVS.2.2.1.1.3 Performance (C.2.2.1.1.3)With the most sophisticated control and surveillance capabilities of any carrier,including an unmatched number of design and backup systems operating on theworld’s largest digital network, AT&T will meet or exceed the RequirementsDocument Access performance requirements for service types.AT&T has a proven record of providing superior Transmission, GOS, Availability,and Post-Dialing Delay performance for SVS on the FTS2000 network. AT&T willcontinue to provide this level of service as specified in the following requirements:a. All analog transmission parameters for the originating and terminatingaccess connection between a Point of Presence (POP) and a ServiceDelivery Point (SDP) will satisfy the range and values set forth in Section7, Transmission, BOC Notes on the LEC Networks (Bellcore Pub: SR-TSV-002275).2. All digital transmission parameters for originating or terminating accessconnections between a POP and an SDP will provide at least the valuesand ranges set forth in the High-Capacity Digital Special Access ServiceTransmission Parameter Limits and Interface Combinations (BellcorePubs: GR-342-CORE, GR-54-CORE, and GR-334-CORE).b. GOS1. Performance results for switched access arrangement and Dedicated Class2 access arrangements, the blockage will be 3 percent or less.c. Availability of Service1. SVS access will provide an availability of at least 99.8 percent.d. Post-Dialing Delay1. Post-dialing delay will meet AT&T’s best commercial practice.2.2.1.1.4 Interfaces (C.2.2.1.1.4)AT&T will support all mandatory interfaces at the SDP for the provisioning of SVSaccess. This support will allow AT&T to effectively and efficiently handle thetechnical compatibility and access coordination issues when ordering, provisioning,and maintaining SDP-to-POP service.
