Contract # GS00T01AHD0002Proposal to add Federal Telecommunications Service – Long Distance (FTS-LD)dial the FTS-LD access code, followed by a 10-digit destination number, to call anon-net station. If the caller is pre-subscribed, the FTS-LD access code need not bedialed prior to dialing one plus the 10-digit destination number. AT&T will identifynumbers to be reserved for special uses, such as access to AT&T’s operators, troublereporting, and other special applications.The network will route calls to intercept announcements, when a call cannot becompleted. Announcements will provide for the following conditions:1. Number disconnected2. Time out during dialing3. Network congestion4. Denial of access to:a. Off-net and on-net callsb. Featuresc. Other related conditionsd. Non-domestic calls.Callers are advised that a certain type of call cannot be completed or there arenetwork problems.Authorization codes will be provided to FTS-LD users for calling identification andCOS. The same authorization code will be used for originating on- and off-net calls ifidentification cannot be made by other means for billing and COS purposes, or whenoverride capabilities are desired. AT&T will determine the format of theauthorization code except as described in Section C.5.2.1. Calls will be launched by dialinga commercial toll-free number for authorization prior to reaching the on-netterminating location. The 10-digit authorization code plus a 4-digit PIN numberprovides a means for overriding the default level of screening associated with acaller’s telephone line. This temporary override of COS restriction assigned to acaller’s station allows an individual user to place an on-net call at a higher networkCOS for the call’s duration. AT&T will support actual requirements for calling partyidentification, COS assignment, specified by the Government as part of serviceordering. The authorization code feature is described in paragraph <strong>2.2</strong>.1.<strong>2.2</strong>.1.b.4.When the COS is overridden by an authorization code, the call will be billed to theholder of the authorization code. Call processing will be without excessive delaycaused by waiting for digits to be dialed before recognizing the call as one involvingan override. Critical users with priority access to FTS-LD services will be providedauthorization codes unique from all other users.Upon successful matching of the authorization code to a caller group list, the networkwill determine from the screening group list currently in effect (dependent on timeand day) whether the call is permitted to proceed. If the call is not allowed, the callwill be routed to an appropriate announcement. If the call is permitted to proceed, thenetwork will instruct the AT&T switch to process the call. CDRs for the call willreflect the authorization code entry to redirect billing the call to the holder of thecode, rather than to the originating station.FTS-LD Calling Cards will be made of durable plastic with magnetic strip (swipe)coding and imprinted with authorization code, user’s name, and organization. Thecards with user instructions will be delivered at no cost to the Government. AT&Twill take safeguards against potential fraud and theft regarding issuance, distributionand activation of authorization codes.
