Contract # GS00T01AHD0002Proposal to add Federal Telecommunications Service – Long Distance (FTS-LD)dial the FTS-LD access code, followed by a 10-digit destination number, to call anon-net station. If the caller is pre-subscribed, the FTS-LD access code need not bedialed prior to dialing one plus the 10-digit destination number. AT&T will identifynumbers to be reserved for special uses, such as access to AT&T’s operators, troublereporting, and other special applications.The network will route calls to intercept announcements, when a call cannot becompleted. Announcements will provide for the following conditions:1. Number disconnected2. Time out during dialing3. Network congestion4. Denial of access to:a. Off-net and on-net callsb. Featuresc. Other related conditionsd. Non-domestic calls.Callers are advised that a certain type of call cannot be completed or there arenetwork problems.Authorization codes will be provided to FTS-LD users for calling identification andCOS. The same authorization code will be used for originating on- and off-net calls ifidentification cannot be made by other means for billing and COS purposes, or whenoverride capabilities are desired. AT&T will determine the format of theauthorization code except as described in Section C.5.2.1.
