- creation of fishery administration and organisation of the fish market
- implementation of CAP mechanisms, including establishment of the
Integrated Administration and Control System (IACS), Land Parcel
Identification System (LPIS) and Animal Identification and
Registration
- enforcement of standards for agricultural holdings, creation of organic farms,
- preparations for the introduction of the early retirement scheme (structural
pensions), agri-environmental programmes and afforestation,
- implementation of farm accountancy (FADN), the agricultural information
system, the agricultural advisory system.
According to financial memoranda for particular years, nearly Euro 300 million
was allocated for agricultural project implementation, of which Euro 140 million in
1999-2003.
Phare 2003 is the last pre-accession assistance programme. However, Poland and
other new EU member states will continue the strengthening of administration and
implementation of EU legislation following accession. To this end, the European
Commission proposed an additional financial programme Transition Facility, which
will enable funding of measures to strengthen administration within 3 years
following accession.
The European Commission suggested that such transition facility should
continue the Phare Programme Institution Building, thus retaining the programme
organisational structure that was created during its implementation.
According to the schedule of the Transition Facility, the financial proposal
covering projects proposed for Transition Facility 2004 will be discussed by the
Phare Management Committee in September 2004.
The Ministry of Agriculture submitted four projects for TF 2004 and two
components under the Multi-sectoral Training Programme for Accession to the EU
totalling Euro 9 620 000 (Euro 7 820 000 of EU funds and Euro 1 800 000 as Polish
co-financing).
SAPARD Programme
AGRICULTURAL POLICY
SAPARD was launched in July 2002, and the deadline for application submission
by beneficiaries was February 2004. Within the whole period of application
submission, farmers, territorial self-governments and entrepreneurs lodged 31 077
applications in total, including:
- 1 778 for implementation of tasks related to improvement of processing and
marketing of agricultural and fish products
- 15 574 for investments in agricultural holdings
- 6 230 for development and improvement of rural infrastructure
- 7 495 for measures aimed at diversification of economic activities in rural
areas.
In addition, training and technical assistance the beneficiary of which was
MARD were provided.
