een achieved at the expense of agricultural producers’ income and profitability of food processing plants. Accession to the EU has created an opportunity for improving such situation. It is to our joy and satisfaction that 85% of eligible farmers have submitted applications for direct payments for the area covering 92% of agricultural land. Taking advantage of this opportunity, I would like to thank all those involved in preparing farmers for obtaining such payments, in particular employees of the Agency for Restructuring and Modernisation of Agriculture, agricultural advisory services, local self-governments and agricultural organisations. As in the case of direct payments, currently the major task is to utilise all structural funds made available to the Polish farmers, processors, local self-governments, businessmen and inhabitants of rural areas. We have a chance to multiply funds allocated for development, modernisation of farms and enterprises, investment to enhance effectiveness of production and improvement of living and working standards in villages. Numerous programmes addressed to a broad group of potential beneficiaries create an opportunity for a significant improvement of the situation in agriculture, agri-food processing and rural areas. I am convinced that the experience acquired upon the SAPARD Programme implementation, which after initial delays has speeded up, thereby enabling a full use of the funds transferred from the EU to Poland, will ensure fast up-take of the structural funds. At each level, in each agricultural institution or organisation we must ensure necessary assistance for the people applying for funds and we must not waste the opportunity that has arisen for Polish agriculture, food processing and rural areas. INFORMATION ABOUT POLAND General information about Poland Since 1 May 2004 Poland has been one of the 25 members of the European Union (EU). Among the 10 countries that joined the EU this year Poland is the largest in terms of area and population. The total area of Poland is 312 700 km 2 (9th largest state in Europe and 69th in the world) and the population is 38.2 million (8th place in Europe and 30th in the world). Located in Central Europe, Poland borders 7 states: the Russian Federation, the Republic of Lithuania, the Republic of Belarus and Ukraine in the east, the Slovakian Republic and the Czech Republic in the south and Germany in the west. The northern border is the Baltic Sea. The Sudeten and the Carpathians are two mountain ranges situated in the south. As from 1 May 2004 the border with Russia, Belarus and Ukraine has become an external EU border. Poland is a lowland country. Most of its territory has the elevation of up to 300 m (91.3% of the total area), and only a small part of it is situated over this level (5.6% between 300-500 metres above the sea level, 2.9% from 500 to 1000 metres above the sea level and 0.2% over 1000 metres above the sea level).
