Sepulveda Dam BasinMaster Plan and Environmental Assessment1 INTRODUCTION1.2 Purpose of a Master PlanThe Sepulveda Dam Basin Master Plan is a guide for the orderly and coordinated use,development, and management of resources within the Basin. Water, land, and other natural andhuman resources were assessed and existing conditions documented. Corps guidance for thepreparation of Master Plans states that Master Plans shall:Be developed and kept current for all Civil Works projects and other fee-owned andeasement lands for which the Corps has administrative responsibility for management;Provide guidance for project development and use and for the responsible stewardship ofproject resources for the benefit of present and future generations; andPromote the protection, conservation, and enhancement of natural, cultural and man-maderesources.The primary goals of a Corps’ Master Plan are to prescribe overall land and water managementplans, resource objectives, and management concepts, including:Providing the best possible combination of responses to regional needs, resourcecapabilities, land use suitability, and expressed public interest and desires consistent withauthorized Project purposes;Contributing toward a high degree of recreation diversity within the region;Emphasizing the particular qualities, characteristics, and opportunities of the project; andExhibiting consistency and compatibility with national objectives.An Environmental Assessment (EA) was prepared in conjunction with this Master Plan update inaccordance with the requirements of the National Environmental Policy Act (NEPA) (42 USC4321 et seq.), Council on Environmental Quality (CEQ) regulations published at 42 CFR part1500, and Corps regulations published at 33 CFR part 230. The purpose of the EA is to providesufficient information on the existing environmental conditions within the Basin and thepotential environmental effects of the No-Action Alternative (continuation of the 1981 MasterPlan) and the Proposed Action (the updated Master Plan) so that decision makers can determinethe need to prepare an Environmental Impact Statement (EIS) or a Finding of No SignificantImpact (FONSI). The EA is included as Appendix D.1.2 Project LocationThe Project is comprised of lands and appurtenances necessary for operation and maintenance ofthe Dam. It is located on the upper Los Angeles River in the San Fernando Valley about 17miles northwest of the downtown Los Angeles and 2 miles southwest of the community of VanNuys. The Project is entirely within the municipal limits of the City of Los Angeles, California.The purview of this Master Plan includes all Federal lands acquired and managed by the CorpsIntroduction 1-1
