Previously approved development plans forland currently outgranted for recreation are grandfathered under this policy.There is a critical shortage of open space within urbanized southern California. The goal is toprovide quality recreation experiences including an accessible, safe and healthful environment, adiversity of recreation opportunities for a diverse cultural community, and maintain aharmonious balance between the natural resources of the <strong>Basin</strong> and the community’s needs anddesires.Resource ObjectivesEncourage community participation in expressing needs and desires to identify futuredevelopment proposals.Optimize design of recreation amenities and access to minimize conflicts betweenactivities and natural resources.Respect landscapes of significant and/or cultural value.Resources 16USC 460d, ER 1165-2-550, EP 1165-2-5505.2.5 ConnectivityConnect the <strong>Basin</strong> to the surrounding landscape to facilitate the movement of people thatminimizes environmental degradation. The movement of people in, out, and around the <strong>Basin</strong>must be considered in light of various modes of transportation, individual mobility, the need forsafety and to quickly evacuate during a flood event.Resource ObjectivesEncourage identification and connection with regional trail systems and eliminateimpediments to trail connections within the <strong>Basin</strong>.Promote safe and efficient circulation and access to the <strong>Basin</strong>’s recreation facilities tocontrol traffic and provide a link between activities within the <strong>Basin</strong>.Minimize impacts on natural resources by locating similar amenities near vehicular accesspoints.Resource Objectives 5-4
