adverse impacts of Federal Actions, including Federal licensed actions, programs, policies, oractivities, on minority or low income populations in the United States.Executive Order 13112, Invasive Species, requires Federal agencies to expand and coordinateefforts to prevent the introduction of invasive species and to minimize the economic, ecological,and human health impacts that invasive species may cause.Executive Order 13148, Greening the Government through Leadership in EnvironmentalManagement, mandates that environmental management considerations must be a fundamentaland integral component of Federal Government policies, operations, planning, and management.The primary goal of this EO in the natural resources arena is for each agency to strive to promotethe sustainable management of Federal facility lands through the implementation of costeffective,environmentally sound landscaping practices, and programs to reduce adverse impactsto the natural environment.1,6.3 Corps’ GuidanceThe following paragraphs list Engineer Regulations (ER), Engineer Pamphlets (EP), andEngineer Manuals (EM) published by the Corps that are pertinent for planning, development,and management of the <strong>Basin</strong>. These Corps documents are cited with their initial publicationdate and updates using a system of changes to specific pages to incorporate modifications to theguidance resulting from new legislation or policy changes. The documents including changes areavailable in digital format at the publications page on the Corps’ Headquarters website athttp://140.194.76.129/publications/.Engineer regulations (ER) establish topic-specific procedural practices that must befollowed at Corps <strong>District</strong> levels.Engineer pamphlets (EP) provide clarification guidance and/or detailed implementationguidance in support of Federal laws and regulations.Engineer manuals (EM) are documents which provide comprehensive planning and designguidance for a wide range of technical and functional activities.Engineering RegulationsER 200-1-5, Policy for Implementation and Integrated Application of the U.S. <strong>Army</strong> Corps ofEngineers Environmental Operating Procedures (EOP) and Doctrine, 30 Oct 2003, providesspecific policy and guidance for implementation and the integrated application of the Corps' EOPand associated doctrine across the full spectrum of Corps' program management initiatives andbusiness processes.ER 200-2-2, Environmental Quality: Policy and Procedures of Implementing NEPA, 04 Mar1988, (33 CFR part 230), provides policy and procedural guidance to supplement the Council ofEnvironmental Quality’s final regulations implementing the procedural provisions of the NEPAfor the Civil Works Program of the Corps.Introduction 1-9
