<strong>Sepulveda</strong> <strong>Dam</strong> <strong>Basin</strong><strong>Master</strong> <strong>Plan</strong> and Environmental Assessment4 LAND ALLOCATION, LAND USE CLASSIFICATIONS, ANDRESOURCE INVENTORYThe Corps land use classification system is defined in EP 1130-2-550. The Corps acquires landfor a specific purpose. This purpose is its “allocation.” Allocated lands may be utilized under theopportunities and constraints of “land use classifications.” This section describes land allocationsand land use classifications, and provides a complete description of all lands within the <strong>Basin</strong>and their existing classifications, uses, conditions, and needs.4.1 Land AllocationLand allocation refers to the identification anddocumentation of lands at Civil Works projects inaccordance with the authorized purposes for which theywere or are to be acquired. There are four land allocationcategories applicable to Corps projects; (1) operations(e.g., flood risk management, water supply, hydropower,etc.), (2) recreation, (3) fish and wildlife, and (4)mitigation (Corps EP 1130-2-550). In the case of<strong>Sepulveda</strong> <strong>Dam</strong>, the total <strong>Basin</strong> area of 2,131.90 acreswas acquired for the purpose of flood risk management,which falls under the allocation of operations. Thisallocation establishes the primary and uncompromisingpurpose of the <strong>Basin</strong> as operations for the purpose offlood risk management. All land use classifications aresecondary to this purpose and must be compatible withflood risk management.Land AllocationOperationsLand Use ClassificationsProject OperationsRecreationEnvironmentally SensitiveMultiple Resource Management*Recreation – Low DensityVegetative ManagementInactive and/or Future Recreation4.2 Land Use ClassificationsAllocated project lands are further classified for development and resource managementconsistent with authorized project purposes and Federal laws including the NationalEnvironmental Protection Act (NEPA). The classification process refines the land allocations tofully utilize project lands and must consider public desires, legislative authority, as well asregional and project specific resource requirements and suitability. The Project Operationsallocation takes precedent over any other classification categories. For example, agricultural orgrazing use of project land is not a land use classification but may be an interim or corollary useto meet management objectives. Land is classified into one of the following categories:Project Operations This classification category includes lands required for the structure,operations center, office, maintenance compound, and other areas that are used solely for ProjectOperations.Recreation Land developed for intensive outdoor recreational activities by the visiting public,including developed recreation areas, and areas for concession, resort, and quasi-publicdevelopment. Recreation areas planned for initial development are included in this classification.Land Allocation, Existing Land Use Classification, and Resource Inventory and Analysis 4-1
