assessment was to develop strategies to help prioritize and address the challenges the Departmentfaces, such as:Acquiring additional recreation and park land and finding opportunities for the reuse ofland already in the public domain.Updating existing recreation amenities requiring improvements.Preventing future maintenance problems through effective asset management of publicamenities.Offering positive recreational alternatives to an increasingly dense and urbanizedpopulation.The needs assessment included a comprehensive community outreach and input process thatengaged community leaders, stakeholders, and the public across the City through a series of oneon-oneinterviews, focus groups, and community forums followed by a statistically valid, mailphonecitywide household survey of almost 3,000 residents. Key findings from this survey (assummarized below) help inform the Corps’ understanding of recreation needs and trends thatmay have an impact on amenities at the <strong>Basin</strong> (Figure 4.2).From a list of thirteen options, respondents were asked to indicate all of the organizationstheir household has used for indoor and outdoor recreation and sports activities during thepast year. The organizations with the highest percentage of respondent households haveused for recreation and sports activities are: City of <strong>Los</strong> <strong>Angeles</strong> Recreation and Parks(36%), State of California Parks (20%), private clubs (19%) and <strong>Los</strong> <strong>Angeles</strong> CountyParks (19%).Unmet citizen needs exist for a wide range of parks, trails, outdoor and indoor amenitiesand programs. From a list of 30 various parks and recreation amenities, respondents wereasked to indicate for which ones they and members of their household have a need. Theparks and recreation amenities with the highest percentage of need from respondenthouseholds are: walking and biking trails (63%), small neighborhood parks (60%), largecommunity and regional parks (53%), shelters and picnic areas (50%), and nature trails(46%). Interestingly, these are amenities that benefit a broad constituency, not just one ortwo user groups. The figure below summarizes the percentage of survey respondentsindicating a need for each type of facility queried (All figures taken directly from theCitywide Community Needs Assessment report).From a list of 23 recreation programs, respondents were asked to select the four that theycurrently participate in the most often at the City of <strong>Los</strong> <strong>Angeles</strong> Department ofRecreation and Parks amenities. The programs that respondent households currentlyparticipate in most often at City amenities are: special events/festivals (8%) and youthsports programs (7%). It should also be noted that special events/festivals had the highestpercentage of respondents select it as their first choice as the program they currentlyparticipate in most often at City amenities.Land Allocation, Existing Land Use Classification, and Resource Inventory and Analysis 4-19
