<strong>Sepulveda</strong> <strong>Dam</strong> <strong>Basin</strong><strong>Master</strong> <strong>Plan</strong> and Environmental AssessmentOutgrant Authorizes a non-Federal entity the right to use <strong>Army</strong>-controlled real property. It is a written legaldocument that established the timeframe, consideration, conditions, and restrictions on the use of <strong>Army</strong>property.Outlet works The hydraulic structure that controls the flow of water through a dam, usually consisting gatesupstream of a lined conduit or pipe.Outreach Activities Communication efforts involving programs that reach diverse populations such asstudents, teachers, organized groups such as Boy Scouts, Girl Scouts, 4-H, and the general public, beyond thephysical boundaries of Corps projects and amenities.<strong>Plan</strong>ning Area The planning area is a geographic space with an identified boundary that includes the areaidentified in the study authorizing document and the location of alternative plans which are often called projectareas. They must be consistent withauthorized project purposes, Federal laws and directives, regional needs, resource capabilities, and expressedpublic desires.Special Event Special events at Corps’ <strong>Basin</strong>s such as water carnivals, fishing tournaments, boat regattas,music festivals, dramatic presentations, and other special recreation program of interest to the general public.Spillway Hydraulic structure whose purpose is to bypass flow that exceeds the storage and/or release capacityof a dam.Stewardship Natural resources management through a stewardship concept ensures the conservation,preservation, or protection of those resources for present and future generations. Stewardship focuses onsustaining ecosystems. Stewardship shall be applied in a biological community context, thereby providingprotection for the existing species populations, communities, habitat types and ecosystems.Traditional cultural properties Places associated with the cultural practices or beliefs of a living community.The significance of these places sites is derived from the role the property plays in a community’s culturalidentity as defined by its beliefs, practices, history and social institutions.Watershed An area characterized by all direct runoff being conveyed to the same outlet. Similar terms includebasin, drainage basin, catchment, and catch basin.
