<strong>Sepulveda</strong> <strong>Dam</strong> <strong>Basin</strong><strong>Master</strong> <strong>Plan</strong> and Environmental AssessmentEnsure that future land use proposals and activities are compatible with estimated levelsand frequency of inundation, to ensure that the <strong>Dam</strong> can be operated without constraintsthat compromise downstream flood risk reduction.Resources: EO 11988, ER 1165-2-26, ER 1110-2-240, ER 1130-2-530, EP 310-1-6a,CESPD R 1110-2-1.5.2.2 Safety and SecuritySafety includes not just safety from flood risk, but also physical safety while visiting the <strong>Basin</strong>.The ability to survey one’s surroundings and comprehend potential threats, the ability to leave anarea in immediate danger, and report such events to authorities is critical to optimizing thevisitor’s experience. All land uses within the <strong>Basin</strong> should provide means of communication andimplement education of safety and security measures.Resource ObjectivesEducate the public and stakeholders on flood risk awareness and safety issues.Ensure that infrastructure is properly maintained to avoid creating a public hazard.Provide means for visitors and emergency personnel to communicate quickly their specificlocation in the <strong>Basin</strong>.Safety features such as fencing, lighting, warning signs, and call boxes installed whereneeded and maintained.Maintain adequate patrols for safety.Manage vegetation for user safety and security.Design of amenities so that vandalism and other “illegal activities” are discouraged.Maintain a <strong>Basin</strong> safety plan that ensures that restricted areas, danger zones, andhazardous areas are clearly marked and if necessary, barricaded and closed.Resources: EP 1130-2-550, EM 385-1-1.5.2.3 Environmentally QualityEnvironmental quality refers to the integrity and value of natural resources including land, water,air, noise, aesthetic, biological, and cultural resources. The conservation, preservation, andrestoration of environmental resources are recognized as important to human welfare and qualityof life. Through environmental legislation, Congress has indicated that protection andenrichment of environmental quality is in the public interest.With increased urbanization throughout southern California, natural resources have becomeincreasingly limited. The <strong>Basin</strong> provides a large open space within a densely populated urbanarea. Within the <strong>Basin</strong>, important natural habitats provide refuge for endangered species andspecies of special concern.
