The policies of thisdivision regulation detail the procedures to be followed in evaluating land developmentproposals by any entity (companies, organizations, private parties, governments, or agencies) toconstruct buildings, roads, or other amenities, or in any way would modify the land forms,vegetation, surface characteristics, or use lands within a Basin operated by the Corps for floodrisk management.
