<strong>Sepulveda</strong> <strong>Dam</strong> <strong>Basin</strong><strong>Master</strong> <strong>Plan</strong> and Environmental Assessment3 PLANNING PROCESS3.1 Vision and MissionAccording to Corps guidance, the ongoing vision of water resources management emphasizessustainability and environmental stewardship in natural resources management. The Corps’mission states that:“The <strong>Army</strong> Corps of Engineers is the steward of the lands and waters at Corps waterresources projects. Its Natural Resources Management Mission is to manage and conserve thosenatural resources, consistent with eco-system management principles, while providing qualitypublic outdoor recreation experiences to serve the needs of present and future generations. In allaspects of natural and cultural resources management, the Corps promotes awareness ofenvironmental values and adheres to sound environmental stewardship, protection, compliance,and restoration practices. The Corps manages for long-term public access to, and use of, thenatural resources [of the <strong>Basin</strong>] in cooperation with other Federal, State, and local agencies aswell as the private sector. The Corps integrates the management of diverse natural resourcecomponents such as fish, wildlife, forests, wetlands, grasslands, soil, air, and water with theprovision of public recreation opportunities. The Corps conserves natural resources and providespublic recreation opportunities that contribute to the quality of American life” (ER 1130-2-550,Chapter 2, Paragraph 2-2.a(1) (15 November 1996).3.2 Use of the <strong>Master</strong> <strong>Plan</strong>The <strong>Master</strong> <strong>Plan</strong> is essential for efficient and cost-effective use of natural resources, recreationdevelopment, and management programs. The <strong>Master</strong> <strong>Plan</strong> provides guidance for land use and futuredevelopment. It is a tool for the responsible stewardship of <strong>Basin</strong> resources for the protection,conservation, and enhancement of natural, cultural, and human made resources for the benefit ofcurrent future generations.The goals of the <strong>Master</strong> <strong>Plan</strong> are to identify a water and land resource objectives andmanagement concepts including:Responding to regional needs, resource capabilities, and expressed public interests anddesires consistent with authorized project purposes.Contributing towards recreation diversity within the region.Emphasizing the unique qualities and characteristics of the <strong>Basin</strong>.Exhibiting consistency and compatibility with national objectives and other state andregional goals and programs.The <strong>Master</strong> <strong>Plan</strong> describes and identifies: (1) an inventory of <strong>Basin</strong> lands, resources, and uses;(2) a summary of the public participation input; (3) a summary of resource and ecosystem useobjectives; and (4) the recommended land use plan.<strong>Plan</strong>ning Process 3-1
