historical resources; and Management of the <strong>Basin</strong> lands and activities should integratesustainable practices.4.4 Land Use Classification RestrictionsCertain uses and activities at the <strong>Basin</strong> are not compatible in all classifications or are limitedwithin classifications. Uses and activities designated as incompatible within a classification arenot permitted. Additional guidelines and restrictions applicable to all land use classifications canbe found in Appendix A, Outgrant Policies and Leases.4.4.1 Project OperationsNo recreation activities are permitted within Operations areas except on specificallydesignated trails or by permission of the <strong>District</strong> Commander.Potentially compatible activities that require review and approval by the <strong>District</strong>Commander include: filming, training activities for public organizations (e.g., police andfire departments), biological surveys, and volunteer activities. Filming, training andbiological surveys must comply with the procedures and requirements outlined in theapplicable appendices to this <strong>Master</strong> <strong>Plan</strong>. Volunteer activities require case-by-caseanalyses.Use by government personnel during emergencies (fire department staging, etc.) ispotentially compatible but shall require case-by-case analysis under the applicableprocedures and requirements, including Federal environmental laws.4.4.2 RecreationSports fields, amenities, and structures/development to support recreational uses requirespecific analysis per the recreation outgrant policy (Appendix A).Dogs are allowed only on-leash, 6’ in length or less, except where dog parks for off-leashuse are specifically designated.Bicycles are allowed on designated trails, paths, and roads. Trails may be closed in theevent of excessive erosion.Horses are allowed on trails, paths, and roads, but no grazing is allowed. All fecal mattershall immediately be removed by the rider.Organized volunteer activities that are non-invasive or minimally invasive, such as trashpickup, held outside of breeding season (15 March – 15 September) or over 100 feet fromenvironmentally sensitive areas are considered compatible.Special events are preferred at the areas designated in the Special Events Policy. Specialevents may be permitted outside these designated areas in certain circumstances subject toevent-specific review. See Appendix A5, Special Events Policy for additional guidance.Filming and training activities may be compatible and should be coordinated with thelessee.4.4.3 Environmentally SensitiveStructures/development are not generally considered compatible, only to support trailusers (e.g., restrooms, drinking/water fountains, garbage & recycling cans, informationalLand Allocation, Existing Land Use Classification, and Resource Inventory and Analysis 4-3
