CO-LOCATION: Co-location utilizing existing tall structures such asmunicipal water tanks, silos or similar structures shall be preferred to theconstruction of new facilities. An applicant for a Special Use Permit shallpresent a report inventorying existing facilities and/or structures within atechnologically reasonable distance of the proposed site and outliningopportunities for shared use of same as an alternative to a proposed newfacility including documentation demonstrating good faith efforts to securesuch shared use including an analysis of any technical, physical and/orfinancial reasons why shared usage is not appropriate.4.) AESTHETICS - A telecommunication facility shall be located andbuffered to the maximum extent which is practical and technologicallyfeasible to help insure compatibility with surrounding land uses. In order tominimize adverse aesthetic effects on neighboring residences the JointPlanning Board may impose reasonable conditions including the following:a.) Landscaping consisting of trees or shrubs to screen the base of thefacility from adjacent residential property. Existing on-site trees andvegetation shall be preserved to the maximum extent.b.) Siting and design of any tower so as to avoid, if possible, applicationof Federal Aviation Administration (FAA) lighting and paintingrequirements, it being understood that towers should not be artificiallylighted, except as required by the FAA.c.) Any facility shall, subject to FAA requirements, contain materials,colors and textures designed to blend with the natural surroundings;andd.) No facility shall contain any advertising sign or device.5.) TRAFFIC ACCESS AND SAFETYa.) Adequate emergency and service access shall be provided. Maximumuse of existing roads, public or private, shall be made. New accessdriveways shall conform to the provisions contained in Town Law280(a) and, in addition, shall have a sufficient base to support a twentyton emergency vehicle as certified by a detailed cross-section stampedby a licensed engineer. Driveway areas shall be clear of obstructionsfor a height of twelve (12) feet and a width of sixteen (16) feet.55
